Benue State Polytechnic

The Benue State Polytechnic is a tertiary education institute in Ugbokolo, Okpokwu LGA, Benue State, Nigeria. It was originally known as the Murtala College of Arts, Science and Technology, established in 1977 by the military governor of Benue State, Colonel Abdullahi Shelleng (1976–1978). In 1983, the college's Department of Agriculture of the College was merged with Akperan Orshi College of Agriculture. The school is approved as a state-owned polytechnic by the National Board for Technical Education.

Following violence elsewhere in Benue State in March 2006, during a peaceful student protest at the polytechnic about a student killing and against higher fees, the chairman of Okpokwu Local Government urged students not to take the law into their own hands. At the 29th Matriculation Ceremony of new students later that month the rector urged students to shun all social ills. In November 2008 the polytechnic's school of Business and Management Studies organized its first annual national conference with the theme: Imperatives of Prudent Resources Management in Nigeria for Sustainable Development.

Petroleum Training Institute

Petroleum Training Institute (P.T.I.) in Effurun, Delta State was established in 1973 by the federal government of Nigeria as a prerequisite for the membership in the Organization of Petroleum Exporting Countries (OPEC) to train indigenous middle-level manpower to meet the labour force demands of the oil and gas industry in Nigeria and the West African subregion. It awards ND and HND certificates.

Akanu Ibiam Federal Polytechnic

Akanu Ibiam Federal Polytechnic, Unwana is located in Afikpo, Ebonyi State, Nigeria. The polytechnic was founded in 1981 and is owned by the federal government. It is named after Akanu Ibiam, the First Republic Governor of Eastern Region, Nigeria. The school was initially located on the present site of Federal Government College Okposi, and moved to its site in Unwana in 1987. There are five schools that offer programs leading to National Diploma (ND) and Higher National Diploma (HND) in sciences, engineering, and humanities.

In October 2003 the polytechnic was designated a center for excellence in the southeast by the Nigeria Board for Polytechnic Education due to its excellent administration and the quality of its courses. On 16 September 2008 the school had to be temporarily closed after a violent protest that caused considerable property damage triggered by the murder of an elderly woman at the school. In October 2008 the Polytechnic was selected for establishment of a world class Information and Communication Technology center by the United Nations Education, Scientific and Cultural Organization (UNESCO). In November 2009 a new library was being constructed.

Delta State Polytechnic

There are three Delta State Polytechnic institutions in Delta State, Nigeria, all established on 12 November 2002, located in Ozoro, Isoko North Local Government Area, Ogwashi-Uku (Aniocha South Local Government Area) and Otefe-Oghara, Oghara (Ethiope West Local Government Area). The Government of Delta State reached an understanding with the University of Westminster, London to assist in management and technical support for the institutions. The institutions are centres of excellence in Agriculture, Computing and Information Technology, Fashion Design and Arts and Sports. Besides their primary areas of specialization, all students are trained in Computing and Information Technology as well as business and entrepreneurship.

The Otefe-Oghara polytechnic has school that offer National Diplomas in Business Studies (Accountancy, Banking and Finance and Business Administration), Computing and IT (Computer Science and Statistics) and Engineering (Computer Engineering, Electronic and Electrical Engineering and Mechanical Engineering). It also has a School of Preliminary Studies that introduces all students to basic Business Studies and Science Technology.

The Ogwashi-Uku polytechnic has schools that offer National Diplomas in Art and Design (Fashion Design and Clothing Technology, and General Art), Business (Accountancy, Business Administration, Secretarial Studies and Mass Communication), Engineering (Mechanical Engineering, Welding and Fabrication) and Applied Sciences (Hotel and Catering Management).

The Ozoro polytechnic has schools that offer National Diplomas and Higher National Diplomas in Agriculture, Business Studies, Science and Technology, Engineering and Environmental Studies.

Nigerian Students Spend N100bn On Tuition In Ghanaian Varsities

Over 200,000 Nigerian students studying in Ghanaian universities are reported to expend over N100 billion annually as tuition outside sundry fees.

Former lawmaker and educationists, Senator David Iornem, who disclosed this yesterday at a briefing to mark his 64th birthday anniversary in Makurdi, said the figure represented a major capital flight from the country.

According to him, “available figures show that the over 200,000 Nigerians currently studying in Ghana, expend over N100 billion annually on tuition and sundry fees. This situation arose because official figures show that out of N1.7million Nigerians seeking admission into institutions of higher learning, only 500,000 find placements leaving many with no other option but to seek admission in Ghana.

The federal government should take immediate steps to unbundling the higher education sector in Nigeria by adopting the United Kingdom, American, Malaysian and German models which allows for the establishment of small university colleges by willing entrepreneurs.

“In these countries, small university colleges which may be affiliated to bigger universities are set up by small scale entrepreneurs with adequate resources. I believe that when we kick start this process, more than 500,000 university places will be created in the first year.

“This can be achieved by involving small entrepreneurs and allowing existing universities to set up satellite campuses. By the third year of starting this system, no Nigerian youth wanting to enter a university, polytechnic or a college of education will have any difficulty or denied the opportunity to development him or herself.

Prof. Iornem added, “it is totally unacceptable to officially shut the door against young Nigerians wanting admission, thereby, leaving them stranded and hopeless; we must return the higher education sector to its days of glory when brilliant young people were sure of their future.”

UNIOSUN Workers Begin Strike Over Allowances

Workers of the Osun State University have commenced an indefinite strike over alleged non-payment of their allowances and other entitlements.

Before the strike, the workers ordered a three-day fasting and prayer session to seek the face of God in their agitation.

The workers under the umbrella body of the Joint Action Congress (JAC), comprising Senior Staff Association of Nigeria University (SSANU), Non-Academic Staff Union and Educational Institutions (NASU) and National Association of Academic Technologists (NAAT), also staged a peaceful protest at the Osogbo campus to drive home their demands.

Addressing the three unions at a congress held at the Osogbo campus after the protest, NASU chairman, Isaiah Fayemi, disclosed that the management met with the state government on behalf of the workers but their efforts hit a brick wall. He described as insensitivity the attitude of the state government to their demands.

“UNIOSUN is the only institution in the whole Southwest that is not enjoying the hazard allowance. Even LAUTECH that is co-owned by Osun and Oyo state governments is being faithful to this hazard allowance. To this end, the institution’s council chairman has said that a committee should be set up consisting the Vice-Chancellor, the paramount ruler of Ile-Ife and some other principal officers of the institution in order to mediate with the governor”, Fayemi stated.

However, the management of the university has declared as illegal the strike embarked upon by the institution’s non-academic staff unions.

A statement issued and signed by the registrar of the institution, Dr. Julius Faniran, said the action of the unions to embark on strike was illegal, adding options of negotiation were not explored.

According to him, “the strike action has political implications/undertone and adequate notice, in line with the labour law, was not given before the strike was declared.’

The university, therefore, warned that it would enforce “no work, no pay rule on the staff, adding “any staff who refuses to report at his or her duty post would be dealt with The unions had given the management a 21-working day ultimatum and another seven-day ultimatum that did not yield positive result.

The communique issued and signed by the chairmen of SSANU, Kadiri Adiat, NASU, Isaiah Fayemi, and NAAT, Adeleke Ismaheel, noted that payment of the hazard allowances, overtime allowance and stoppage of special allowances for some selected staff must be implemented before they would call off the strike.

The communique added: “The university should henceforth stop the implementation of the new killing tax regime and reverse to the old tax as obtained in other universities”.

Ibrahim Babangida College of Agriculture

The Ibrahim Babangida College of Agriculture is a tertiary educational institution in Obubra, Cross River State, Nigeria. 20 million naira was allocated for infrastructure development in 2001, but only 3.9 million was reported as spent. No further allocations were provided in 2002-2005. In 2002, the college infrastructure was in decay, and it was described as "more or less a glorified secondary school." A 2008 study indicated that graduates from the college were considerably less entrepreneurial than university graduates in the state. The National Youth Service Corps included the college in its list of institutions from which graduates in 2008 had to go on to undertake NYSC service. As of 2010, it was not shown as an approved college of agriculture by the National Board for Technical Education

Fawehinmi tells Okonjo-Iweala : Pay ASUU or resign,




Wife of Chief Gani Fawehinmi, the late human right activist, Ganiat, has asked the Minister of Finance, Ngozi Okonjo-Iweala, to resign if she is tired of handling her responsibilities, by being responsive to necessities.

Fawehinmi, who said this during her address at the annual convention of the Coalition Against Corrupt Leaders, in Lagos on Wednesday, berated the minister for saying the Federal Government had no resources to meet the demands of the Academic Staff Union of Universities.

The government had earlier said it could not meet the N92bn ASUU had demanded, based on its 2009 agreement with the FG.

Fawehinmi, who said she was fully in support of the ASUU strike, described the reaction of the government, concerning the strike, as selfish and wicked.

She said, “I must send a clear warning to Okonjo-Iweala who had said the FG had no resources to accommodate the demands of ASUU. If she is tired of the job she can as well resign and go to her first country of choice, the United States of America.

“It appears highly despicable that having been a party to the 2009 agreement, the government has reneged on the said agreement. It shows complete wickedness, selfishness and heartlessness.

“The situation shows the incompetence of Minister of Education, Ruqqayat Rufai, Miniter of State for Education, Mr. Nyesom Wike and the Minister for Labour and Productivity, Chief Emeka Wogu, who were the three ministers who should have ensured that the terms of agreements with ASUU were honored.”

Fawehinmi said youth unemployment had led to various vices in the country.

She condemned Minister of Labour, Emeka Wogu, for failing to create jobs for up to a quarter of Nigerian population.

She said, “Wogu should be blamed for unemployment of the youth in the country. In a population where labour force accounts for more than 60 million people, he has not encouraged job creation for for the people, since he was sworn in.

She said the FG was supposed to provide jobs for at least five million persons every year.

Meanwhile, a civil rights organization, Anti-Corruption Network, has asked the government to release the money being demanded by ASUU or face nationwide unrest.

The organization specifically gave the government till Monday next week to settle with ASUU, failing which it said it would mobilize students and youths across the country to protest against the non-insensitivity of the federal and state governments to the striking lecturers.

UNIBEN Lecturer Arraigned For Receiving Bribe For Student’s Transfer

FORMER Assistant Dean, Faculty of Law, University of Benin, Mr. Isu-Ochiora Okogeri, has been arraigned before a Benin High Court for allegedly accepting a bribe to facilitate the transfer of a female student to the Faculty of Law of the university.

The university teacher is being charged on a one-count charge for enriching himself as a public officer by receiving N100,000.00 from one Omoluwabi Elogho with a promise to effect her course transfer to the faculty of law, an offence punishable under Section 98(b)(11) of the criminal code.

First Prosecution Witness (PW1), Edoseghe Oghogho Idahosa who is the head of the intelligence unit in the security department of the university, led by the state counsel, Kenneth Ugiagbe while giving evidence in the case No MCK/94C/2013, said the accused person committed the offence on December 31, 2012.

He told the court that the accused person, who was also a member of Intra-Faculty Transfer Board requested and received the alleged sum of money from the prospective student, who wanted to be transferred from the Faculty of Arts to the Faculty of Law.

The witness added that following intelligent reports, his team advised the female student to play along, just as he said that the student informed his team that the lecturer had asked her to bring the cash to him in his faculty office instead of paying the said money into a bank account.

He further told the court that his surveillance team closely monitored them to the faculty, where the accused person asked the female student to board his SUV and dropped her off near the main gate of the school, where he (witness) ordered the security officers at the gate to stop all the out-going vehicles, as the lecturer was being monitored.
According to him, “I confronted the accused person over the said money allegedly given him by the female student and pleaded with him that search be carried out on his vehicle. He became shocked and dumfounded. I also cleared the way to enable him park his car at the security office which he rebuffed and sped off.

”The witness further stated that they pursued him with a motor bike to where he went to drop the said money in the exhaust pipe of an abandoned truck in the fueling station inside the school and drove off from the scene, unknown to him that he was closely monitored.

The security officer also told the court that having engaged the accused person in a hot chase, he was later apprehended near the fire service station inside the campus and taken to the security post for interrogation, where he obliged statement.

The security officer further said N17,000 was recovered from him and the said N 100,000 was recovered from where he had earlier hidden it.


The case was adjourned to August 21.

The Erasmus Mundus Academic Mobility programme is a scholarship and students support aid funded by the European Commission. For 2013, they have invited application for students scholarship (Masters/Doctorate) and staff mobility (Academic/Administrative).

GREAT:Osun State University has been awarded a $10,000 USD grant by Google

The Information Management and Technology Centre (IMTC), Osun State University has been awarded a Ten Thousand Dollars ($10,000 USD) grant by Google in the just concluded 2013 edition of the CS4HS program.

The grant was awarded under the Computer Science for High School (CS4HS) program, which is an annual grant program designed to increase awareness of and interest in computer science amongst high school and primary school students through the help of their teachers.

The program aims to connect teachers with university academics and educational institutions that provide them with the training and resources they need to teach computer science in fun and relevant ways.

According to the Acting Director, IMTC Dr. Caleb Akanbi, the proposal presented by the IMTC was selected and announced as one of the six (6) winners of the 2013 edition of the program in the Sub Saharan Africa (SSA) region. Two winners including Osun State University, were actually selected from Nigeria.

The proposal is to train 36 secondary school teachers, to be selected across the six geo-political zones of The State of Osun, on Computer and ICT related skills during an intensive 5 days Training/Workshop Programme in September, 2013.

A Bachelor Degree from FUTO or any other recognized University with at least a good Second Class Honours qualification
A third Class Degree from FUTO or any other recognized University plus a PGD in Gender Studies.

There will be two modes of study, namely full-time and part-time. The full-time programme for M.Sc. shall run for a minimum of 3 semesters and a maximum of 8 semesters.

The M.Sc. programme will involve course work and dissertation. In addition to being eligible for the M.Sc. degree, a candidate will be required to register at least 14 credit units and a maximum of 18 credit units per semester; but a minimum of 30 credit units must be earned before a postgraduate student can be qualified for award of M.Sc.

    STEP 2:Log on to www.futo.edu.ng and click on PG Application or CCE (PG) Weekend Application or Women, Gender and Development Studies Application.

    STEP 3: Create your Login Account as a New User by entering your First Name, Last Name, Email and any Password of choice, type in the captcha characters and click the Submit button.

    NOTE: Make sure the email address supplied is valid as your login details would be sent to the address for future references. (Remember to download the Referee Report and the Transcript Request forms on the Login page)
    STEP 4: With your newly created Login details, Login as an Existing User- on the right pane.

    Then, click the Login button to display the View Forms page.

    STEP 5: Click on the New Submission link beside Postgraduate Application 2013/2014. Complete the form appropriately (NOTE: asterisk fields are compulsory). At the end of Page One, click Save to proceed to Page Two.

    STEP 6: After completing Page Two of the form, click the Save button to proceed to the E-Tranzact payment gateway. Click on Continue to Payment button.

    STEP 7: Enter the Confirmation Order and the Receipt Number on your E-Tranzact receipt in the appropriate boxes provided, then click on Submit. You will get an instant message to let you know if your payment was successful or not.

    Log out if your payment was successful. An acknowledgement would also be sent to the e-mail address you provided while filling the form. Therefore, make sure you provide a valid e-mail address.

NUT Opposes Edo Teachers’ Probe Method

The Nigeria Union of Teachers in Edo State says it is against the centralization of the ongoing audit of teachers in the state.

The NUT state Chairman, Patrick Ikosimi, stated this in Benin on Tuesday after a female primary school teacher failed a reading test when the state governor, Adams Oshiomhole, visited the venue of the audit.

The union, which said it was in support of the Oshiomhole-led administration commitment to sanitising the education sector, however frowned on the government’s approach in flushing out bad teachers from the school system.

Describing the inability of the teacher to read as a great embarrassment to the union, Ikosimi stressed that he was not surprised at the finding.

The chairman said the union sympathised with the government and expressed the hope that the audit would offer an opportunity for the state to take steps to remove the bad eggs from the system.

Meanwhile, the three kidnapped teachers of Orhogbua Primary School, Ekenwan in Ovia North East Local Government of the state, on Tuesday, regained their freedom.

The teachers – Patience Osadolor, Patience Oroghene and Aisha Momodu – were abducted two weeks ago in the school.

Our correspondent however could not confirm if any ransom was paid before they were set free.

Sack Looms At Imo Varsity Over Waivers

THERE are strong indications that some academic and non-academic staff of Imo State University, IMSU, Owerri, may lose their jobs, following a directive from Governor Rochas Okorocha, that staff employed without appropriate waivers be disengaged immediately.

The Governor through a memo, GH/PL/S.164/XXII/331, addressed to the Vice Chancellor of the institution and signed by his Principal Secretary, Dr. paschal C. Obi, directed that staff employed without appropriate waivers be disengaged immediately.

According to the memo, “I am directed to refer to the above subject matter (Disengagement of staff employed without appropriate waiver) and to convey the directive of the Executive Governor of Imo State, Owelle Anayo Rochas Okorocha, for the immediate disengagement of all staff, both academic and non-academic, engaged by the Imo State University without appropriate waivers.”

While warning that “this is the last and final directive on this issue”, the Governor equally directed IMSU management to “take urgent steps to implement” his directive.

In a move to implement the directive, the Acting Registrar of IMSU, Mr. A. N. Igbojekwe, has written all heads of department and deans of schools on the issue of appointments.

The memo dated July 29, 2013, made it clear that “all those who were converted and whose conversions were put on hold, are required to apply for appointment to the posts the deem themselves qualified for”.

The Acting Registrar referred to a recent advertisement for academic staff vacancies and stressed “the need to provide an opportunity for those, who would have had their appointments terminated based on the deemed irregularities, having been done in the absence of council or waiver from government”, to re-apply.

The above mentioned group of people should please apply formally so as to be subjected to due process. Failure to comply would lead to the termination of their current appointments.”

It was gathered that most of the affected staff were engaged ahead of the recent accreditation exercise carried out by the National Universities Commission, NUC.

2 Unilorin Students Construct Aircraft Prototype

Two 500 level students of the Department of Mechanical Engineering at the University of Ilorin, Ali David and Patrick Effiong, have constructed an aircraft prototype.

The duo told newsmen in Ilorin that they had nurtured the passion to construct the aircraft when they were in 100 level, adding that it was now their final year project.

David noted that many of his colleagues were skeptical when they first broached the subject, adding that they were not deterred by the challenges they faced.

“What we are actually working on is a machine that will lift up itself through the law of aerodynamics and having an engine, a propeller and the fuselage,” he added.

Effiong, on his part, said: “With some of our lecturers backing us, we were motivated; we decided that we can carry out the construction.

“Ali brought the idea to me that he had the dream of constructing an aircraft, but I didn’t really buy the idea then and I thought he had forgotten about it.

“ So when we got to 400 level, he raised the idea again.’’

Also speaking with newsmen, the project supervisor, Dr Tajudeen Ajiboye, said the students had demonstrated a high level of intellectualism inspite of the challenges they faced.

Ajiboye, who said the students were faced with the problems of materials and manpower at the initial stage, commended them for their tenacity to accomplish the project. (NAN)

Description

This is a two-year long-term expert assignment (contractual) based in Abuja, Nigeria.

The Monetary and Capital Markets Department (MCM) of the International Monetary Fund (IMF), is seeking an experienced advisor in central bank monetary operations for a technical assistance (TA) assignment. The aim of the TA is to work with the Central Bank of Nigeria to implement reform measures aimed at enhancing the effectiveness of its monetary policy implementation.

These measures include strengthening institutional arrangements for monetary policy implementation, improving data availability for effective decision making, and strengthening operations in the domestic money and foreign exchange markets to improve the effectiveness of monetary policy implementation.

The successful candidate will be responsible for delivery of TA in these areas and, generally, will help build the capacity of the staff to implement monetary policy effectively. This work will be financed from resources provided by the Department for International Development (DfID) of the United Kingdom.

Tasks

The tasks that the resident advisor will be expected to perform include:
Liquidity forecasting: strengthening the framework by, in particular, accounting for forecasting errors in terms of the factors that affect liquidity;
Achieving greater consistency in the application of concepts in data compilation and by assisting in the production of high frequency data, particularly data relating to operations in the money and foreign exchange markets;
Designing appropriate instruments for monetary policy implementation;
Building capacity within the CBN in the use of these instruments;
Promoting and facilitating effective coordination between the Financial Markets Department and the various operational departments in the implementation of monetary policy;
Advising on foreign exchange operations as appropriate,
Improving transparency particularly to ensure that the CBN’s policy stance is well understood by market participants;
Assisting in the preparation of surveys on expectations and incorporating them into the policy formulation process;
Studies of and work to improve the transmission mechanism of monetary policy;
Design of measures to improve the functioning of the money and securities markets, and
Promote and facilitate the enhancement of coordination on the design of debt instruments, conduct of debt operations.
Providing the Governor with advice on any other matters, as required, in areas related to the implementation of monetary policy.

Qualifications

The desired candidate should have extensive practical experience in operational work in the conduct of monetary policy, including in areas such as liquidity forecasting and liquidity management.

He or she should also have experience with making operational a policy decision to move toward interest rate instruments or an inflation targeting regime. Such experience would have been acquired in a central bank or by the delivery of TA through the IMF or other international institutions.

Other qualifications include:
Considerable experience working in a central bank at both a technical and policy level in the areas related to the duties of the position;
A postgraduate degree in economics or finance would be desirable, but is not essential;
Strong oral and written communications skills in English.

Excellent interpersonal skills, including the ability to deal effectively with senior policymakers and to work as part of a team that would include staff at the International Monetary Fund Headquarters;
Experience in managing technical assistance projects; and
Experience in organizing and conducting training courses, seminars, and workshops.

FG Holds Crucial Talks With ASUU Today -releases N100bn To Suswam-led Committee

The Federal Government will engage the leadership of Academic Staff Union of Universities (ASUU) in a crucial talks today, in a move to end the ongoing strike by the union.

Minister of Education, Professor Ruqa’yyatu Ahmed Rufa’i, made this known in Abuja, on Monday, saying reasonable progress had been made in the ongoing efforts to get the lecturers back to classroom.

She noted that a presidential intervention of N100 billion had been released to the implementation committee of the Needs Assessment Report, which has the Benue State governor, Gabriel Suswam, as chairman.

Professor Rufa’i, who spoke while declaring open the mid-term review of the four-year strategy plan for the development of the education sector, said this was to address some of the identifiable challenges in the nation’s university system.

She said it was as a result of the resolve to address all challenges facing the sector that assessments of each area of the education sector were carried out.
“We have done this for the federal unity schools and it is helping in their transformation. The recent one carried out for all public universities has led to a presidential intervention to ensure that challenges identified are given due attention.

“As a result, N100 billion has been committed to this and the president has inaugurated an implementation committee chaired by Governor Suswam,” she said.

The minister said the implementation of the four-year strategic plan (2011-2015) was on course, stressing that credible progress had been made in the six focal areas as outlined in the plan.

She reaffirmed the commitment to move the sector ahead, saying “we shall continue to dig deep and identify further challenges and address them.”

Professor Rufa’i, therefore, appealed to all stakeholders to continue to show understanding, support and partnership, noting that “our actions today will define where we are tomorrow.”

She added that government would continue to dialogue with ASUU in order to end the ongoing strike that had crippled academic activities in government’s universities in Nigeria.

About Benue State Polytechnic

The Benue State Polytechnic is a tertiary education institute in Ugbokolo, Okpokwu LGA, Benue State, Nigeria. It was originally known as the Murtala College of Arts, Science and Technology, established in 1977 by the military governor of Benue State, Colonel Abdullahi Shelleng (1976–1978). In 1983, the college's Department of Agriculture of the College was merged with Akperan Orshi College of Agriculture. The school is approved as a state-owned polytechnic by the National Board for Technical Education.
Following violence elsewhere in Benue State in March 2006, during a peaceful student protest at the polytechnic about a student killing and against higher fees, the chairman of Okpokwu Local Government urged students not to take the law into their own hands. At the 29th Matriculation Ceremony of new students later that month the rector urged students to shun all social ills. The Hong Kong PhD Fellowship Scheme (HKPFS), established in 2009 by the Research Grants Council (RGC), aims at attracting the best and brightest students in the world to pursue their PhD programmes in Hong Kong’s institutions. UNU-IAS International Postdoctoral Fellowship Japan

In April 1996, the UN Secretary- General inaugurated the United Nations University Institute of Advanced Studies UNU-IAS Japan, as an in-house community of scholars mandated to research issues located at the intersection between societal and natural systems.
