Nigeria Has 76% Of ECOWAS Economy — Okonjo-iweala
AS the World Economic Forum, WEF, for Africa kicks off tomorrow in Abuja, the Minister of Finance and Co-ordinating Minister for the Economy, Dr. Ngozi Okonjo-Iweala, said yesterday, that Nigeria’s economy constituted 76 per cent of the economy of Economic Community of West African States, ECOWAS.
Okonjo-Iweala who made the assertion at a news conference on the WEF, said that aside from the ECOWAS economy, Nigeria also held 30 per cent of the economy in sub-Saharan Africa and 21 per cent of Africa’s economy. The minister said that it was, therefore, meaningful that the economic forum on Africa was being held in Nigeria.
According to her, the meeting was in line with efforts to ensure that we have inclusive growth in the country. Okonjo-Iweala explained that the sessions at the forum would dwell on issues that would enunciate the best ways to ensure that jobs were created in Africa to help reduce inequality. Other issues that the forum would focus on, she said, included skills creation and better service by public workers.
She added that civil society groups and the private sector would participate in all activities at the forum, adding that many initiatives which would be highly beneficial to Nigeria would be floated at the sessions of the forum.
She said, “there are specific things that will be of benefit to us as Nigeria for the forum being held here. The first is that there are several initiatives; we have the Grow Africa Initiative which is for funding of agriculture in the continent. They have been able to raise about N7 billion investments and about half of it will be coming to Nigeria and also the healthcare initiative designed to strengthen access to health care which many of it will be coming to Nigeria.
“A skills initiative is being launched by WEF and within that, we are going to see a new initiative of Safe Schools being launched by the private sector in Nigeria. Aliko Dangote, Nduka Obaigbena together with Mr. Gordon Brown, former British Prime Minister and UN Secretary-General’s Envoy on Education, would take charge of the session.”

Reps To Jonathan: Diezani Must Appear Before Us
FEDERAL lawmakers in the House of Representatives on Monday described as
unfortunate President Goodluck Jonathan’s comment on the credibility of
the probes being conducted by the House during his Sunday’s media chat.
Stopping short of saying they were disappointed in the President, the legislators said Jonathan had been the “highest beneficiary” of the House resolutions, hence the least they expected from him was to encourage his ministers to respond to parliamentary inquiries.
The President had said during his Presidential Media Chat that the House was conducting politicised probes and that his petroleum resources minister, Diezani Alison-Madueke, had appeared before the lawmakers up to 200 times.
The Chairman, House Committee on Media and Public Affairs, Mr. Zakari Mohammed, reacting to the President on Monday, said the comment was “unfortunate, particularly coming from Mr. President.”
Mohammed said Jonathan did not consider the House intervention as politicised when he wanted to succeed his late boss, former President Umaru Yar’Adua.
He said, “We recall the Doctrine of Necessity; this House contributed to his (Jonathan’s) stability in office.
“We hold the office of Mr. President in high esteem, but it is unfortunate that he said we conduct politicised probes. The House is about accountability; Diezani has to appear before us because we cannot ask questions in her absence.
“She has to come; she has to be accountable to the Nigerian people.
“As legislators, we are also accountable to our electorate.”
He said the House could summon any member of the President’s cabinet, including Alison-Madueke, “1000 times” if the legislators needed to do so in the course of their investigation.
Mohammed said, “There is no limit to the number of times a minister can appear before the House for the purpose of accountability. There are many investigations or issues being considered by the House.
“That a minister had appeared before over a particular issue does not mean that when summoned over a different subject, the minister cannot appear again.
“Besides, on this issue of expenditure on jets, she (Diezani) has yet to appear before the House; she has not appeared on the matter before.
“Therefore, Mr. President should not use her previous appearances over entirely different subjects, as an excuse for her refusal to answer questions in respect of the expenditure on jets.”
Alison-Madueke has refused to appear before the House Committee on Public Accounts probing the N10bn she reportedly spent in two years to charter a private jet, Challenger 850, for her trips.
Meanwhile, some Nigerians on Monday reacted angrily to the President’s alleged attempt to cover up Alison-Madueke and her counterpart in the interior ministry, Abba Moro, during his Presidential Media Chat on Sunday night.
Jonathan, who was asked to comment on the allegations of corrupt practices levelled against some of his ministers, had said that nobody was above mistakes and that if he were to be acting based on reports on each of them, “no one will stay for more than six months in office.”
Also asked to comment on the attempt by Allison – Madueke to use the court to stop her proposed probe by the parliament, the President had said he was not aware that the woman was in court.
Specifically Jonathan had said, “I don’t think that the Minister of Petroleum Resources had gone to court. I am not aware that she has gone to court to stop any investigation”
But an Abuja-based lawyer, Mr. Segun Williams, in an interview on Monday, expressed disappointment at the reaction of the President when the judge that allegedly gave the ex parte injunction, said the order was not intended to stop the proposed probe of the minister by the House.
He said, “How can the President said that he was not aware that the petroleum minister had gone to court when the judge that allegedly gave the ex parte motion claimed that he was misquoted. The judge said his order was not to stop the probe and it was reported in all the newspapers.”
He also noted that the declaration by the President that he had contacted the Attorney – General and Minister of Justice to look into the frequent invitations of ministers by the National Assembly, was an attempt to shield his cabinet members.
Williams noted that a declaration by Jonathan that “the Minister of Petroleum Resources had appeared before the parliament more than 200 times” was a clear indication that he was having a special interest in the minister’s continued stay in his cabinet.
A resident of the FCT, Alhaji Mohammed Ladan, expressed disappointment at the failure of the President to mention the glaring case of corruption against his Minister of Interior, Mr. Abba Moro.
Ladan said, “The President should have sacked the Interior minister or asked him to resign instead of being given a fresh mandate to determine foreigners who are illegally living in the country.”

Insurgent members have reportedly opened fire on residents in a remote
area of Borno State, as they tried to flee into neighbouring Cameroon.
According to an eyewitness account, scores of Boko Haram sect members riding in armoured vehicles carried out the attack on Monday.
“They have burnt the market, customs office, police station and almost every shop in the town and killed many people but I can’t say how many” said Musa Abba, a resident of Gamboru Ngala, a statement supported by several others. “They have taken over the whole town”.

Boko Haram Militants Attack Cameroonian Barracks, Kill Two Officers And Free Detained Members
Suspected Boko Haram sect, today, launched an attack on a Cameroon Gendarmes barracks and killed two personnel in a gun duel in the Northern part of the country. A Cameroonian journalist told SaharaReporters that the militants carried out the attack in the barracks located in Kousseri town.
The Boko Haram insurgents after killing two security personnel freed two of their high profile fighters being held in the barracks detention facility.
The source said that the country’s military are presently strategizing on waging a war on the insurgents operating around its border with Nigeria.
In another development, Nigerian troops this morning had a serious confrontation with the sect militants around the Nigerian border with the Republic of Chad.
A military source in Borno State confirmed the story to SaharaReporters, he did not provide further details.

Reports reaching us from Nyanya, Abuja has it that
a school bus belonging to a private school has been
reportedly hijacked by unknown gunmen, Tuesday
morning.
According to the sketchy report, the bus, which
belongs to a private school, Divine Kiddies Academy
was said to have dropped off students of the school
having routinely picked them from their various
homes when some armed men invaded the school
premises and made away with it.
It was gathered that the students had already
disembarked from the bus before the incident.

TASUED Postpones Exam Date, Moves Matriculation Ceremony to 8th May
The management of TASUED had postponed their examination till further notice due to the recently admitted students.
Meanwhile the management had also shifted their matriculation day ceremony (2013/2014) from Tuesday 6th May to Thursday 8th May.
This is to pave way for student to attend a seminar tagged "GENVOICE" which will have all Ogun state institution in attendance which will be hosted by the school tomorrow, the programme will feature some eminent personalities to deliver lectures to the participants.

General Admission Requirements:
A Candidate for postgraduate studies in the University of Abuja must have obtained at least five (5) credits in WASC, NECO, GCE (ordinary level or the equivalents, including English Language and Mathematics). Four credits at Ordinary level plus OND (Not pass) NCE or Advanced level passes.
A holder of a Pass (Degree/Diploma) is not qualified for admission into the Postgraduate programme of the University.
A candidate applying for PhD in any programme of the
University of Abuja must have obtained a weighted average score of 60% or letter grade ‘B average in the Master degree.
A candidate applying for PhD with a Master’s degree from any other University who in his Master’s study has not previously taken the compulsory courses or their equivalents, similar to the ones in the University of Abuja shall on admission be required to offer and pass such courses with a minimum of 60% or letter grade ‘B’.
To qualify for admission into Postgraduate studies,, the requisite qualification for each programme must have been cleared from either the University of Abuja or any other recognized University.

Application forms can be purchased from the Gwagwalada branch of the following banks: First Bank, Unity Bank, UBA, Zenith Bank and EcoBank Plc, at the cost of Ten thousand Five hundred Naira (N10,500.00) each.

Charly Boy's Father Justice Oputa dies at 96
A former Justice of the Supreme Court, Justice Chukwudifu Oputa, died on Sunday at age 96. He died of a stroke-related ailment.
A son of the departed jurist and musician, Mr. Charles Oputa (aka Charly Boy), confirmed the death of his father in a statement.
“The Family of Justice Chukwudifu Oputa wishes to announce the passing to glory of the eminent jurist and a retired Justice of the Supreme Court of Nigeria at the age of 96 years. He passed on peacefully on Sunday afternoon (May 4, 2014) after recovering from a brief illness. Funeral announcements will soon be released by the family,” Charles’ statement read.
Oputa, before his death, had been absent from public functions in recent years due to ill health.
A source said the body of the deceased had been deposited at the morgue of the National Hospital in Abuja.
Oputa was appointed to head a panel constituted to investigate rights abuses during the 15 years of military rule between 1976 and 1999 when President Olusegun Obasanjo assumed office as the elected president on May 29, 1999.
Prominent legal practitioners in the country expressed shock and sadness over the death of the late jurist on Sunday.
A former President of the Nigerian Bar Association, Mr. Olisa Agbakoba, described the deceased as one of the nation’s finest legal minds.
“It’s very sad that the great jurist has passed on. Having actively appeared before him, I can confirm that he was one of our finest legal minds. My prayers are with my friend, Charly Boy, and his family,” Agbakoba said.
Mr. Mike Ozekhome (SAN), who described the deceased as “a quintessential oracle of law” noted that his death was “a monumental loss to the legal profession, the judiciary and the entire nation.
“He was a legal prodigy, an iconic phenomenon, the quintessential oracle of the law and an unparallelled jurist of inestimable value.
“He shone on the legal firmament like a million stars, bestrode the Nigerian judicial space like the colossus that he was. His judgments were lucid and provocative. His thoughts fecund, his writing skillful, literary and philosophical. Oputa came, saw and conquered.”
Another Senior Advocate of Nigeria, Mr. Tayo Oyetibo, who expressed shock over Oputa’s death, described the late jurist as the ‘Socrates of the Supreme Court.’
“He did not only understand the law as a Justice of the Supreme Court, he understood and applied the philosophy of law. His reasons for his judgments were often illuminating. He made law looked like Mathematics,” Oyetibo said.
Yusuf Alli (SAN) said, “Like the death of every person, the death is painful. But we thank God that he left at a very old age. His death is a loss not only to Nigeria’s jurisprudence but to the jurisprudence of the whole world. He contributed immensely to our jurisprudence from the High Court to the Supreme Court. He was a gifted orator and an engaging writer. He has left an indelible mark.”
Nigerian Socrates bows out
When controversial artiste, Charly Boy, announced in February that the iconic Justice Chukwudifu Oputa was critically ill, many Nigerians of different generations were touched by the information.
Suddenly, Oputa had returned to their consciousness after a relatively long time, since the ‘Socrates of the Supreme Court’ had been leading a quiet life after the Oputa Panel he had headed during the Obasanjo administration completed its work.
Although the circumstances under which the panel investigated human rights practices during the military regime were largely controversial and sensational, Oputa handled the assignment in a way that gave many Nigerians hope.
According to Charly Boy, his father had been rushed from the Federal Medical Centre, Owerri to a specialist hospital in Enugu, as he was suffering from a partial stroke.
A few weeks after, Charly Boy was back on air and social media to solicit prayer for the survival of the venerable old man since his condition was not improving.
But on Sunday, the sun finally set on the great man, leaving apostles of a sane, bold and consistently just legal system to grapple with the fact that the giant eagle had flown away from the iroko tree.
Indeed, with the passage of the legal luminary, Nigeria has lost one of its most influential justices in history.
Like a few other members of his generation, Oputa was an embodiment of knowledge, native intelligence and patriotism.
Many observers of the country’s legal system believe that he exhibited a measure of noble conscience that any person sitting in judgment over other people demands.
It was on these bases that he was popularly called the Socrates of the Supreme Court, named after the Greek philosopher, whose life, thought and method had greatly influenced the legal profession.
Like Socrates, Oputa was a strong patriot who believed that a citizen is bound by conscience to obey the laws of the state.
Born in Oguta, Imo State, the deceased’s father was Chief Oputa Izukwu while his mother was Madam Nwanetu Oputa.
Although he was said to have lost his parents early in life, he had his early education at Sacred Heart School, Oguta and Christ the King College, Onitsha, with his grandmother said to have played a major role in his upbringing.
According to an online account, he later attended the Yaba Higher College, “but due to the exigencies of the Second World War, was sent along with others to the famous Achimota College, Ghana, then Gold Coast. There he graduated with a B.Sc (Hon) Economics in 1945. After this, he came back to Nigeria and took up a teaching appointment with the Calabari National College.
“He later came to Lagos where he worked as an assistant district officer. It was here that Justice Oputa achieved a remarkable feat by studying at home and obtained his BA (Hon) History at home.”
The late legal giant then proceeded to London where he got his LLB degree and was called to the Bar in Gray’s Inn, London.
The Hallmark of Labour, in a citation, further said, “Upon his return to Nigeria, Oputa went into a brilliant and successful private practice, handling such celebrated cases and special inquires as the Oguta Chieftaincy dispute – 1958/ 59; the Amanyanabo Dispute – 1956/ 60 and many more.”

Oputa, before his death, had been absent from public functions in recent years due to ill health.
A source said the body of the deceased had been deposited at the morgue of the National Hospital in Abuja.
Oputa was appointed to head a panel constituted to investigate rights abuses during the 15 years of military rule between 1976 and 1999 when President Olusegun Obasanjo assumed office as the elected president on May 29, 1999.
Prominent legal practitioners in the country expressed shock and sadness over the death of the late jurist on Sunday.
A former President of the Nigerian Bar Association, Mr. Olisa Agbakoba, described the deceased as one of the nation’s finest legal minds.
“It’s very sad that the great jurist has passed on. Having actively appeared before him, I can confirm that he was one of our finest legal minds. My prayers are with my friend, Charly Boy, and his family,” Agbakoba said.
Mr. Mike Ozekhome (SAN), who described the deceased as “a quintessential oracle of law” noted that his death was “a monumental loss to the legal profession, the judiciary and the entire nation.
“He was a legal prodigy, an iconic phenomenon, the quintessential oracle of the law and an unparallelled jurist of inestimable value.
“He shone on the legal firmament like a million stars, bestrode the Nigerian judicial space like the colossus that he was. His judgments were lucid and provocative. His thoughts fecund, his writing skillful, literary and philosophical. Oputa came, saw and conquered.”
Another Senior Advocate of Nigeria, Mr. Tayo Oyetibo, who expressed shock over Oputa’s death, described the late jurist as the ‘Socrates of the Supreme Court.’
“He did not only understand the law as a Justice of the Supreme Court, he understood and applied the philosophy of law. His reasons for his judgments were often illuminating. He made law looked like Mathematics,” Oyetibo said.
Yusuf Alli (SAN) said, “Like the death of every person, the death is painful. But we thank God that he left at a very old age. His death is a loss not only to Nigeria’s jurisprudence but to the jurisprudence of the whole world. He contributed immensely to our jurisprudence from the High Court to the Supreme Court. He was a gifted orator and an engaging writer. He has left an indelible mark.”
Nigerian Socrates bows out
When controversial artiste, Charly Boy, announced in February that the iconic Justice Chukwudifu Oputa was critically ill, many Nigerians of different generations were touched by the information.
Suddenly, Oputa had returned to their consciousness after a relatively long time, since the ‘Socrates of the Supreme Court’ had been leading a quiet life after the Oputa Panel he had headed during the Obasanjo administration completed its work.
Although the circumstances under which the panel investigated human rights practices during the military regime were largely controversial and sensational, Oputa handled the assignment in a way that gave many Nigerians hope.
According to Charly Boy, his father had been rushed from the Federal Medical Centre, Owerri to a specialist hospital in Enugu, as he was suffering from a partial stroke.
A few weeks after, Charly Boy was back on air and social media to solicit prayer for the survival of the venerable old man since his condition was not improving.
But on Sunday, the sun finally set on the great man, leaving apostles of a sane, bold and consistently just legal system to grapple with the fact that the giant eagle had flown away from the iroko tree.
Indeed, with the passage of the legal luminary, Nigeria has lost one of its most influential justices in history.
Like a few other members of his generation, Oputa was an embodiment of knowledge, native intelligence and patriotism.
Many observers of the country’s legal system believe that he exhibited a measure of noble conscience that any person sitting in judgment over other people demands.
It was on these bases that he was popularly called the Socrates of the Supreme Court, named after the Greek philosopher, whose life, thought and method had greatly influenced the legal profession.
Like Socrates, Oputa was a strong patriot who believed that a citizen is bound by conscience to obey the laws of the state.
Born in Oguta, Imo State, the deceased’s father was Chief Oputa Izukwu while his mother was Madam Nwanetu Oputa.
Although he was said to have lost his parents early in life, he had his early education at Sacred Heart School, Oguta and Christ the King College, Onitsha, with his grandmother said to have played a major role in his upbringing.
According to an online account, he later attended the Yaba Higher College, “but due to the exigencies of the Second World War, was sent along with others to the famous Achimota College, Ghana, then Gold Coast. There he graduated with a B.Sc (Hon) Economics in 1945. After this, he came back to Nigeria and took up a teaching appointment with the Calabari National College.
“He later came to Lagos where he worked as an assistant district officer. It was here that Justice Oputa achieved a remarkable feat by studying at home and obtained his BA (Hon) History at home.”
The late legal giant then proceeded to London where he got his LLB degree and was called to the Bar in Gray’s Inn, London.
The Hallmark of Labour, in a citation, further said, “Upon his return to Nigeria, Oputa went into a brilliant and successful private practice, handling such celebrated cases and special inquires as the Oguta Chieftaincy dispute – 1958/ 59; the Amanyanabo Dispute – 1956/ 60 and many more.”

Presidential guards deployed in Abuja airport
Soldiers from the Presidential Guard have
been deployed in the Nnamdi Azikwe International Airport,Abuja ahead of
the commencement of the World Economic Forum on Africa which takes
place between May 7 and 9, 2014
The soldiers, who are at various
strategic positions within the airport, have already barricaded some
of the roads leading to the departure and arrival halls of the airport.
One of our correspondents, who visited
the airport on Sunday morning, observed this just as the
Inspector-General of Police, Mohammed Abubakar, placed a security
cordon around the Federal Capital Territory and its environs to
ensure a hitch-free hosting of the WEF.
No fewer than 5,000 policemen and
soldiers are expected to provide security during the forum which will
be attended among others by the Presidents of Rwanda, Senegal and Kenya
as well as the Chinese Premier, Li Keqiang.
Schools and government offices in Abuja are to close during the event.
One of our correspondents also observed
at the NAIA that some of the unused plastic traffic cones meant for
the moribund FCT Bus Rapid Transit, had been painted in the traditional
colours of the Presidential Guard with its insignia of scorpion.
The cones were used to block some of the paths that lead to some of the halls within the airport.
Two of the soldiers, who spoke on the
condition of anonymity, said they were brought to the airport in order
to beef up security ahead of the arrival of dignitaries for the WEF.
One of them, a private said in pidgin
English, “oga, no be we come here ourselves o. Them brought us here to
provide security and I think as soon as the event is over by weekend,
maybe dem go return us to where dem bring us.
“You can see that nobody dey rest because
of the activities of these terrorists. The thing don tire us as well.
Dem no gree make we do our normal duties.
“We no suppose dey here. What is our duty
with security for airport? This is not presidential wing of the
airport. But you see, things have fallen apart and that is why we are
here o.”
Another one, who sat close to the
make-shift mosque opposite the departure lounge, merely said that they
were there based on the order of their commander, Brig.–Gen. Anthony
Omozoje.
Asked about when they would leave the
airport, he said, “Oga journalist, na order take us come here and na
order go take us commot.”
It was also observed that the authorities
of the Federal Airports Authority of Nigeria had deployed more security
personnel around the airport, especially within its premises.
Unlike before, only travellers are
allowed to enter the departure lounge, while those who accompany them
are turned back at the gate.
Also on Sunday, Abubakar in a detailed
operational order, directed the immediate deployment of men and
relevant security equipment in the FCT and its satellite towns to
ensure a safe, secure and conducive atmosphere before, during and after
the WEF.
A statement by the Force Public Relations
Officer, Frank Mba, said that Abubakar, ordered police field commanders
to step up security measures in all strategic locations and
vulnerable points in the FCT.
They were also directed to further
strengthen security at entry and exit points of the FCT, airports and
highways, city roads, hotels and the conference venue.
According to the statement, the IG
assured the conference participants, Nigerians and members of the
international community of adequate security.
He said that the Nigeria Police Force
and other security agencies had already put in place, security measures
for their safety and comfort.”
The British Broadcasting Corporation
however reported on Sunday that security forces had detained many
foreigners in Abuja over the recent bomb blasts in Nyanya, a satellite
community bordering Abuja and Nasarawa State.
A spokesman for the Ministry of Defence
said those detained on Saturday were being interrogated and had provided
“useful information.”
Meanwhile, the Nigerian Labour Congress
has urged security agencies and the public to take seriously, the
notice served on the government by Boko Haram that its members had come
to stay in Abuja.
The NLC, through its Acting General
Secretary , Mr. Chris Uyot, said in an electronic mail on Sunday that
the two bomb attacks on Nyanya could be the beginning of more in the
FCT.
The union advised security agencies to
involve the local populace in security issues and to establish network
centres and rapid response squads in crowded public places.
It said, “With the notice served on the
government by Boko Haram that they are in Abuja to stay, no one should
deceive himself or herself that the attacks will end with prayers or
with the wave of the hand.
“The attacks in the suburbs, we dare say,
may be a prelude to more sinister strikes. Accordingly, we invite our
security personnel to be up and doing in securing public places
especially.
“We have noticed with dismay that most
car parks are unprotected and are littered with unserviceable vehicles.
Those who run them are more concerned with revenue than the lives of
Nigerians.
“Like other Nigerians, we demand
protection for our members at home, at work and on the road. They too
are bonafide citizens. The present attacks on them are direct attacks on
productivity and the development of our economy.”
The NLC urged Nigerians and family members of the victims to be resolute in their condemnation of terrorism.
It said that the insurgents were
exploiting what it described as the ‘state of our unpreparedness, our
weak infrastructure and our chaotic lifestyle to unleash mayhem.’

Jonathan: We don’t know where abducted girls are
Almost three weeks after over 200
schoolgirls were abducted from a secondary school in Chibok, Borno
State, President Goodluck Jonathan has said the Federal Government does
not know their whereabouts.
Jonathan said this on Sunday during the Presidential Media Chat in Abuja.
He also spoke on the probe of the
Minister of Petroleum Resources, Diezani Alison- Madueke, over the
N10bn she allegedly spent on a chartered jet, the security measures in
place for the World Economic Forum, the power sector reforms and the
2015 elections.
Asked if there was any confirmed
information about where the kidnapped schoolgirls are, Jonathan
replied, “None; there is none.”
The President, who said that security
operatives were currently engaged in a massive search for the girls,
explained that information so far provided to security operatives
yielded nothing.
He said, “All the information that have
been volunteered to us (about their location, we’ve used) and we have
searched the places. We are using aircraft – helicopters and planes –
that have the ability to scan and see what is on the surface. And we
have scanned, but we have nothing.”
Jonathan added that the government was not negotiating with Boko Haram or any group regarding the release of the girls.
He said, “You can’t negotiate with
somebody you don’t know; nobody has claimed knowledge of the abduction.
Even on the social media that the Boko Haram uses to show what they have
done…. As regards these girls, we have not seen such. Even the
spokesperson for Boko Haram has not come to tell Nigerians that they did
the kidnapping. So, the issue of negotiation has not come up.”
The President, however, assured Nigerians
that the government would get the girls back with the support of their
parents and guardians. This, he said, was because the Police did not
have records of the missing girls.
Jonathan said, “We actually request
maximum cooperation from the guardians and the parents of these girls
because up till this time, they have not been able to come and give the
Police clear identity of the girls that have yet to return.
“We are pleading that they should
cooperate with the government. We need the identity of these girls and
wherever they are, we are talking to all the neighbouring countries –
Cameroon, Chad and Benin Republic, as well as some countries in North
Africa – so that wherever they take these girls, we will get them back
if we get the maximum cooperation of the parents and guardians.”
Regardless of the challenges being faced
in a bid to rescue the girls, Jonathan said it would not end up being
another unsolved mystery.
He said the government was looking beyond
rumours, adding that since it appeared the girls had been taken out
of the country, a team was being sent to look closely at other
nations.
The President said while government was
exploring several options to tackle the Boko Haram insurgency, it would
not adopt the same approach used to resolve the Niger-Delta crisis.
This, he said, was because, unlike Boko Haram, the “Niger Delta militants were not terrorists.”
He said, “The Niger Delta militants
approach was quite different from that of the terrorists. The Niger
Delta militants were not terrorists. I am not trying to defend them
because I am from there.
“Even when I was a Deputy Governor and a
Governor, the then President (Olusegun) Obasanjo sometimes sent for us.
And some of the leaders of those boys (militants) used to come. You
were hearing that they were agitators in the Niger-Delta and somebody
like Asari (Dokubo) that is well known, I saw him for the first time in
the State House when I came for a meeting with Chief Obasanjo. So, they
had a reason for their agitation.”
Jonathan denied knowledge of the suit
filed by Alison-Madueke seeking to stop the House from probing her but
accused the members of playing politics.
He said, “I am not aware that the
Minister went to court to stop any investigation. And on the issue of
the House, there are a lot of issues that have been sorted out and there
are issues that are not clear. The minister has appeared before the
parliament more than 200 times.
“In fact, some of my ministers attended
25 per cent of the sittings in parliament. No country can progress when
a minister spends most of the time appearing before the parliament.
“The minister of petroleum has not gone to court to stop them.
“The information we have is that some
organisations have questioned the rationale for the probe . But what I
want you to know is that the parliament is made up of politicians. And
if you have been following the issue especially in the House, you will
know that there is more than politics than work.”
The President asked the House to rid itself of what he described as “parliamentary dictatorship”
“There is no human being on earth that
has not made mistakes. Presidents all over the world are being attacked
from the strongest country to the weakest country. But you cannot
satisfy everybody. People come after you from different angles. Some
people will just set up a magazine or newspaper because they want to
face one human being,” he claimed.
“I am not trying to protect anybody. Some
people talk about jet or no jet. The Ministry of Petroleum Resources is
one ministry that because of its activities people pay attention to it.
“The arrangement they have now whether it
is costlier than what they used to have, we will find out. We are
looking into it. But when somebody wakes up and says the ministry of
petroleum is making use of a jet, the ministry of petroleum has always
been using jets. Some government functionaries, you can go to the
parliament, they have their own. Whether they hire or not, I don’t know.
Only the judiciary is always mindful of what they do.”
He also spoke on emergency rule in Borno,
Yobe and Adamawa states, saying it had been effective in the war
against terrorists in the North-East.
Jonathan added, “The state of emergency
is effective. Some Nigerians think that when you declare a state of
emergency, the political institutions must collapse; the governor will
leave, the state assembly will be dissolved, local government chairmen
and councillors will leave. That is their own interpretation and as long
as those people are there, they feel that the state of emergency is not
complete and is ineffective.
“One of the key reasons why we declared
state of emergency was to ensure that security operatives had some
privileges and to avoid litigation.
“Terrorism is not a phenomenon that a
state of emergency of one month, six months and one year will solve;
except occasional terror.
“We are consulting the security and
relevant people and when we need to extend, we will extend it (state
of emergency) because I believe that we are succeeding.”
Meanwhile, the Principal of Government
Secondary School, Chibok, Borno State, Hajiya Asabe Kwabura, was in the
early hours of Sunday arrested and quizzed at the Nigeria Police Force
Headquarters in Abuja in connection with the girls kidnapped in her
school on April 14.

Police arrest armed robbers while raping victim
The police have arrested four robbery
suspects at the Ikeja area of Lagos State while they were having carnal
knowledge of their victim, one Ogbonna, who was on her way to the
office.
Our correspondent learnt that the
suspects- Tochuckwu Ilom (21), Confidence Oziegbe (20), Simon Peter (25)
and Nnemeka Ugochukwu (26) – had first dispossessed Ogbonna of her
valuables before taking turns to rape her.
It was gathered that the victim and three
of her friends were walking along Airport Road, Ikeja, around 6am on
the fateful day when they were attacked by the robbers, who were with
guns and other weapons.
The ladies, who were on their way to the office, reportedly took to their heels.
It was learnt that while three of the
ladies escaped, the robbers caught up with Ogbonna and dispossessed her
of her Samsung Galaxy handset and a cash sum of N2, 200.
Meanwhile, her other friends who had
escaped, were said to have met a police patrol van, which they stopped,
and alerted the policemen to the incident.
The policemen were said to have trailed the robbers and found them under the bridge while taking turns to rape the victim.
Some of the robbers were said to have fled the scene, while the police arrested the four suspects.
They were arraigned before an Ebute Meta Magistrate’s court on four counts of armed robbery and rape.
The charges read in part, “That you,
Tochuckwu Ilom, Confidence Oziegbe, Simon Peter, and Nnemeka Ugochukwu
and others at large, on April 11, 2014 at about 6am at Apakun area,
under the bridge, along Airport Road, Lagos, in the Lagos Magisterial
District, did conspire among yourselves to commit felony to wit; armed
robbery and rape.
“That you, while armed with a gun and
other offensive weapons, did rob one Ogbonna, of her Samsung Galaxy
handset valued 40,000 and cash sum of N2,200 total valued N62,000.
“That you and others at large did unlawfully have sexual intercourse with Ogbonna, without her consent.”
The police prosecutor, Ishola Samuel,
said the offences were punishable under sections 295, 258 and 261 of the
Criminal Law of Lagos State, Nigeria, 2011.
The Investigating Police Officer,
Corporal Monday Abam of the State Criminal Investigation Department, in a
remand application told the court that the defendants were arrested
with “one earring, ladies’ head ties, pendants, and torn clothes.”
He added that although investigation was
ongoing, the defendants had confessed to the crime and witnesses were
available to testify in court.
The police prosecutor asked the court to
remand the defendants in prison pending the release of the legal advice
from the Directorate of Public Prosecution.
Samuel said, “Our request is sequel to
Section 264(1) of the Administration of Criminal Justice Law of Lagos
State, 2011. The remand will help the police conclude investigations as
well as duplicate the case file for the DPP’s advice.”
The magistrate, Mrs. M.O. Tanimola,
agreed to remand the defendants in the Ikoyi prison for the first 30
days permitted by the law.

Mother clings to moving vehicle to rescue child
A brave mother, Mrs Priscilla Ekpenyong,
on Friday damned the consequences by clinging to a moving vehicle in
order to rescue her nine-month-old child, Emmanuella, from the hands of
fleeing abductors.
The abductors had pushed the 23-year-old
woman out of the moving vehicle, but she held on to her daughter and
was dragged on the tarred road for some distance before the kidnapping
was aborted by security operatives.
The incident happened by the Eburutu Army
Barracks along the busy Murtala Mohammed Highway in Calabar, the Cross
River State capital.
Narrating her ordeal at the Police Clinic
in Calabar, where she and her daughter received medical attention from
bruises sustained during the incident, Priscilla said she boarded the
taxi, a Volkswagen Jetta, at the Pyramid Hotel Bus Stop along the
highway with another unidentified woman who was carrying a male child.
She said shortly afterwards, the taxi stopped to pick two men, who on entering the vehicle demanded the babies in the vehicle.
Priscilla said, “I entered a taxi at
Pyramid Hotel Bus Stop on a journey to my village, Idoma, in the Biase
Local Government Area. Another lady was also in the vehicle with her
son, but when we got to the Army Barracks junction, two men joined us.We
thought they were passengers, but as soon as they got in, they started
dragging our babies with us.
“I was sitting in the front with the
driver, while the other woman was sitting at the back with her baby too.
The two men sat at the back and while one of them was dragging the
other woman’s baby (a boy), the other man was also dragging my daughter.
“The luck I had was that I strapped my
baby in a tummy-carrier and the man struggled to remove the baby inside
the carrier. He succeeded in removing my baby’s hand from the carrier
and she started crying. He almost pulled my baby’s hand off, so I
shouted for help.
“He then pushed me out of the vehicle,
but I held on to my baby. The vehicle dragged me on the road from the
Army Barracks junction to Sampet Filling Station, a distance of about
500 metres, before some security agents intervened. They caught the man
who was trying to snatch my baby and took him to the Federal Housing
Police Station. I don’t know where the others went.”
The state Police Public Relations
Officer, Mr. Hogan Bassey, said the taxi driver and other accomplices
escaped, while a suspect, Victor Edem-Bassey, was arrested and was being
detained at the headquarters of the Cross River State Police Command in
Calabar.
Edem-Bassey told PUNCH Metro that the harsh economic realities forced him into stealing children.
Edem-Bassey (30) from the Akpabuyo Local
Government Area of the state, said he was introduced to the business by a
friend, named Essien.
It was gathered that Edem-Bassey and his
fleeing accomplices pretended to be passengers while another
co-conspirator posed as a commercial driver.
Edem-Bassey said they were to take the
stolen children to one Albertino who was introduced to him by Essien
around the Eight-Miles area of the the Calabar metropolis.
The suspect, who claimed he had a 13-year-old son, said he was a taxi driver, but lost his job after he fell sick.
He said, “I fell sick and the owner of
the car I was driving collected it from me. After he collected it, there
was no money to survive. Essien came to me and told me about this
business. He said he would take me to his boss who would help me.
“He then introduced me to a man called
Albertino, who said he would solve all my problems if I bring babies to
him. He did not say he would pay me anything but he promised to solve
all my problems. I met him in a joint at Eight Miles, but I don’t know
where he lives. He was driving a jeep. I met him at the Old Market
Road. He told me to bring the babies to him.”
It was gathered that the police had arrested Essien, and was being detained at the command headquarters.
The PPRO said the arrest would aid the
police in unravelling the mystery of child stealing in the state, adding
that it was obvious that the suspects were kingpins.
Calabar had in recent weeks been under the menace of kid abductors. The children that had been snatched had yet to be found.

Jonathan postponed the meeting to Sunday to enable Shettima, parents of the abducted girls, the school’s security guard and two of the girls that escaped, among others, attend the meeting.
However, the first lady burst into tears after she took a roll call and discovered that the governor’s wife and those she invited were absent.
She kept on repeating: ”There is God in everything we are doing. There is God’’.
The first lady had requested Shettima to chair the committee constituted on Friday to seek clarification to the conflicting issues on the exact number of missing girls.
Jonathan, however, expressed shock that the Borno State Government appeared not to be taking the issue serious.
She said before the kidnapping and the killing started in Borno State, she assured Shettima of her support, but was surprised that after such incidence, Shettima did not come to see her.

“I asked questions, no answer. I asked her to come with the principal and parents: she did not turn up till today. To our greatest surprise, she sent a commissioner.
“The next thing I saw was women demonstrating. No woman will fold her hands while her house is on fire. She is the mother of Borno.
“She is the mother of these children, I am their grandmother. She should be more concerned and come to her grandma.
“The police, army, WAEC, government officials came with a few of their own but no parent was present to tell us their child was kidnapped or among those who escaped.
“The mother of Borno is not concerned about what is happening, her children are involved,” Jonathan said.
She urged Nigerian women not to take to the streets till they get to the root of the matter.
She said, “I don’t want anybody to reply or abuse me on the pages of newspaper. It is because we are pained and crying, that is why I am doing so.
“Why should I cry more than the bereaved? The world will ask me a question if I do. If after today, Borno people say we should not help them, don’t go to the street to demonstrate.
“You are playing games. Don’t use schoolchildren and women for demonstration again. Keep it to Borno, let it end there. Until you people are ready to cooperate.”

Brazil 2014: Bosnia striker, Dzeko sends warning signal to Eagles
Super Eagles defenders would definitely have a lot of work to do in
Brazil when they face World Cup debutants, Bosnia at the mundial if the
form of Manchester City’s forward Edin Dzeko is anything to go by.
Dzeko last night brightened Man City’s chance of lifting the EPL shield when he banged in a brace against Everton at Goodison Park with coach Manuel Pellegrini describing him as a world class striker.
Dzeko’s goals saw City running away with a 3-2 win that has now shot them to the top of the EPL log ahead of Liverpool who would tomorrow face Crystal Palace.
City are now effectively two wins away from the title. For Everton, the result ends their UEFA champions league aspiration for next season.
The league leaders looked in for a difficult encounter and fell behind early to a stunning curling effort from England World Cup hopeful Ross Barkley in the 11th minute. Sergio Aguero equalized for City in the 22nd minute. Dzeko was on target in the 43rd and 48th minute to give City a comfortable 3-1 lead. Romelu Lukaku pulled one back for Everton in 65th minute, but City held on to win.
