New Nigeria e-passport takes off Friday

President Goodluck Jonathan on Wednesday inaugurated Nigeria’s new 64-page e-passport with a call on Nigerians to protect the image of the country by shunning uncomplimentary statements and actions.

Jonathan launched the traveling document shortly before the commencement of the weekly Federal Executive Council meeting at the Presidential Villa, Abuja.

He and Vice President Namadi Sambo later took turns to be captured in order to be issued with the new traveling document. The new passport takes effect from August 1.

Jonathan said Nigerians must be ready to work hard in order to improve the image of the country.

The President said, “The issue of the image of the country is what we will all work for, people in government, the media and the civil society.

“I always say that when people continue to paint their country with all kinds of colours, that is the way they will associate those colours with your green passport.

“I want a situation that whenever you travel to another country and you raise your green passport, people will appreciate you and not when you raise your green passport, people will begin to think that that green passport signified some suspicious character.

“We are not helping ourselves when we paint ourselves the colours that we are not supposed to bear.

“I wish to continue to appeal to all Nigerians that we must all collectively learn how we do our things, statements that we make, to paint brighter colours for our green passport.”

The President said the pages of the traveling document had to be increased from 32 to 64 to cater for frequent travellers who change their passport almost every other month because of limited pages for visa.

He urged officials of the Nigeria Immigration Service to protect the integrity of the passport by ensuring that it would be difficult for anybody to fake it.

Jonathan also asked officials who man the nation’s airports to ensure that they conduct themselves in a manner that would portray the country well before visitors.

He added, “I always sympathise with those who travel almost on a weekly basis, changing passport every month, at least we have moved a step forward. The key thing is for us to have a robust relationship with key countries so that some of these frequent travellers may not need visas and that will really help us more.

“One thing one must know today is that it is not the issue of 64-page passport that is key to Nigerians but the security. If our passport could be easily faked by criminals, then we will have problems.

“One thing again is that how can Nigerians get passport easily especially those living outside this country?”

Panic as DSS operatives fire gunshots in Osun

Panic gripped residents of Osun State on Wednesday when operatives of the Department of State Service in about 50 Toyota pickup vehicles fired into the air as their convoy rode through the capital city.

The officials, some of whom wore masks, were fully armed and were conveyed round Osogbo in the siren-blaring vehicles.

They were also sighted in Iwo and surrounding communities of Osogbo.

Our correspondent observed that some of operatives, who sat on the roofs of the vehicles, fired gunshots into the air, thereby causing fear among road users.

Dressed in black T-shirts, black trousers with caps and fully armed, the officials drove from their office along Gbongan-Osogbo Road through Olaiya Junction to Oke-Fia.

A source disclosed that the operatives were deployed from Abuja.

Motorists and ‘okada’ riders hurriedly parked their vehicles while the armed officials took over the roads and just as pedestrians also abandoned the roads.

The Director of the DSS in Osun State, Mr. Andrew Iorkyar, when contacted by our correspondent on the telephone said that the officials were deployed in the state for the purpose of the August 9 governorship election.

He said, “They are our men. They are patrolling round to familiarise themselves with the terrain. They are in the state to protect law-abiding people. They are not deployed to terrorise anybody.

“You know that there are allegations and counter-allegations of stock piling or arms by some politicians. We don’t want any breakdown of law and order. So, our men are in the state to ensure peace.”

Asked why the officials were shooting into the air, Iorkyar said he was not aware of that and he promised to find out.

He urged the people of the state not to hesitate to make useful information available to the service.

The Special Adviser to Governor Rauf Aregbesola on Security Matters, Mr. Amos Adekunle, when contacted on the telephone by our correspondent condemned the incident, describing it as intimidation. Some residents who spoke to our correspondent condemned the shooting, saying it was not necessary because there was no crisis that warranted it.

The All Progressives Congress described the shooting as a ploy to scare voters away from coming out to vote.

The Director of Publicity, Research and Strategy, Mr. Kunle Oyatomi, who spoke with one of our correspondents in a telephone interview, said the incident was totally uncalled for, adding that it left people running helter-skelter.

Oyatomi, who also issued a statement on Wednesday, asked the people not to be intimidated by security presence in the state.

He said, “The incident was unwarranted because there was no riot. They came from Abere end; they passed though Olosan to Olaiya and Oke-Fia thence to Ilobu. They would move a few meters and open fire. People began to run helter-skelter. If this is how the Peoples Democratic Party thinks it would capture Osun, they are joking because the people’s wish can never subverted.

“No citizens should be scared or should run away when they see and or hear gunshots from security people because they have committed no crime. Everybody should go about their businesses and ignore them. A country in which the security operatives are the ones doing what we are experiencing to citizens in Osun, calls for the gravest concern.”

Nasarawa House, CJ set to clash over Al-Makura

The Nasarawa State House of Assembly and the state Chief Judge, Justice Justice Sulaiman Dikko, may be heading for a showdown over the composition of the seven-man panel put in place to investigate allegations of wrongdoing by Governor Tanko Al-Makura.

The assembly wants Dikko to dissolve the panel on the grounds that it is made of loyalists of the All Progressives Congress of which Al-Makura is the leader in the state.

The Chairman of the House Committee on Information and Security, Baba Ibaku, disclosed this in a telephone interview with our correspondent in Lafia, on Monday.

Ibaku said that the lawmakers resolved to demand for the dissolution of the panel during their emergency sitting at the assembly complex at 10am on Monday .

He argued that the fact that the panel members held political positions in the state was against the provision of Section 188 of the 1999 Constitution   as amended.

The lawmaker said, “We had an emergency sitting to deliberate on the seven-man panel that was set up by the Chief Judge   on Friday last week. We asked him to dissolve the seven-man panel because the members of the panel are APC members that hold various political positions in the state.”

Ibaku said this amidst tension in the state as youths torched a car belonging to a member of the assembly, Ibrahim Muluku (Nasarawa Eggon East), in the Akuruba area of the state.

The youth were said to be protesting the lawmakers’ directive that the chief judge should dissolve the panel set up to investigate allegations of gross misconduct and abuse of oath of office against the governor.

It was also learnt that the lawmakers stormed Lafia, at about 3am and went to various hotels before reconverging at the assembly complex at 10am.

Investigations showed that when the members of the outlawed Ombatse militia group got the hint of the incident, they gathered at the complex.

Eggon youths and the Ombatse militia group were said to have threatened to set ablaze all the houses belonging to Kaberi people, who they believed to be All Progressives Congress supporters.

Another source, who did want his name in print, told our correspondent that it took the intervention of the state Police Commissioner, Idris Ibrahim, who appealed to the Ombastse militia and Eggon youths.

It was gathered that when Idris got the information that Ombatse militia and Eggon youths were threatening to burn Akuruba village belonging to the Kaberi, he quickly summoned them for a peace meeting.

The Police Public Relations Officer, Nasarawa State Command, Umaru Ismila, confirmed the incident to The PUNCH in a telephone interview in Lafia, the state capital.

But he said that the commissioner of police did not have any meeting with Eggon youths, who were threatening to burn down Akuruba village.

Muluku confirmed to The PUNCH in a telephone interview that his car was burnt.

He said his younger brother was driving out of his residence at Tudu Adabo in the Obi Local Government Area of the state to meet him at VIP Hotel when the APC youths sighted him.

He alleged that his brother was stopped by the APC youths, who asked him about the whereabouts of the lawmaker.

According to Muluku, the youths told his brother that they would kill him.

The lawmaker said that the youths followed his brother to the Akuraba area where they asked him to stop and thereafter set the car ablaze.

But the state chairman of the APC, Mr. Philip Shekwo, denied that the car was burnt by youths loyal to his party.

He also said that he was not aware that the House passed a resolution directing the chief judge to dissolve the investigative panel.

Foreign trained Nigerian graduates are to collect their own from the NYSC secretariats of their states of domicile as indicated during registration.

Okiro congratulates Abba on appointment as IG

The Chairman of the Police Service Commission, Mike Okiro, has congratulated the new Inspector-General of Police, Mr. Suleiman Abba on his appointment.

Until his appointment, Abba was the Assistant Inspector-General of Police in Charge of Zone 7, Abuja.

Okiro in a statement in Abuja on Thursday, advised him to rise up to the challenges of his new appointment.

He noted that as a tested officer who had held various Command positions in the Nigeria Police Force, he has no doubt that Abba would bring new perspectives in the search for solutions to the security threats confronting the nation.

N15bn SURE-P fund to aid transportation, fight poverty

The National Chairman, Federal Government Subsidy Reinvestment and Empowerment Programme, General Martin Luther Agwai, said in Kaduna on Thursday that N15bn of the SURE-P fund was currently being utilised to ease transportation problem in the country.

The former Chief of Defence Staff, who was guest  at the inauguration of an educational  and entrepreneurship resource centre(Jheyah) in Kaduna, also noted that the SURE-P fund was being put into use to address most of the pressing needs of Nigerians, including poverty reduction and job creation.

Agwai added that the Federal Government haddirected that the money be released to some development banks to facilitate the projects in the country.

Meanwhile, in an effort to tackle the increasing rate of unemployment in the state, SURE-P and the Kaduna State Government on Thursday signed a Memorandum of Understanding to engage 2,000 graduates in the Graduate Internship Scheme.

The leader of the Federal Government team Audu Maikori, while signing the MoU, at the Sir Kashim Ibrahim Government House, Kaduna, said the scheme was targetted at reducing the rate of unemployment in the country.

He noted that the rate of unemployment was  largely responsible for the insecurity currently ravaging the country.

He assured the state that with the scheme in place, the unemployed graduates would  be positively engaged and kept busy.

Maikori said, “The Federal Government will pay each of the 2,000 graduates from the state the sum of N30,000 while the Kaduna State Government has agreed to augment with the sum of N10,000, making a sum total of N40,000 monthly while the one year internship programme lasts.”

Kaduna State SURE-P Chairman and Deputy Governor, Ambassador Nuhu Bajoga, described the initiative as a welcomed development, noting that  “as a government, we were excited when we learnt of the employment generation initiative, we decided to key into the scheme to get people, who will work for us, while we pay little.”

Rivers to raise N15bn loanable fund to entrepreneurs

Rivers State Government is to raise N15bn through the establishment of Equity Fund to provide loans for entrepreneurs in the State.

Gov. Rotimi Amaechi disclosed this at the Rivers Entrepreneurs and Investment Forum in Port Harcourt on Thursday.

Amaechi, represented by the State Commissioner for commerce and Industry, Mr Chima Chinye, said the State Government would contribute N5bn to the fund every year for three years.

He said the money would be given out as loans to the entrepreneurs in the state to enable them to invest in their businesses.

According to him, almost all state government businesses/enterprises had collapsed, stressing that government had no business in running businesses.

He said it was the responsibility of government to fix the necessary infrastructure, create business-friendly environment and tax policies.

Amaechi said, “Government has no business running business. That is why it sold Presidential Hotel and looking for who will buy Delta Hotel in Port Harcourt.

“The government is expected to put the infrastructure on ground for the private sector.”

He explained that there was value change in the state and said the people should tap into the change.

Chairman of Trade Union Congress of Nigeria, Rivers chapter, Mr Chika Onuegbu, said the states’ revenue allocation from Federation Account had dropped in recent times.

Onuegbu blamed the development on oil theft confronting the nation and said the Federal Government’s Internally Generated Revenue had also declined because of this development.

Samsung profit dips as smartphone growth slows

Profits at Samsung Electronics fell 20 per cent in the second quarter, hurt mainly by a slowdown in smartphone sales and a strong Korean currency.

It made a net profit of 6.25 trillion won ($6.1bn; £3.6bn) in the April-to-June period, down from 7.77 trillion won a year ago.

When compared to the previous quarter, its profit was down 17 per cent.

Samsung is the world’s biggest maker of mobile phones and the handset division accounts for the bulk of its profits.

“The second quarter was affected by several factors including the slow global sales of smartphones and tablets and escalating marketing expenditure to reduce inventory,” the firm said in a statement.

Meanwhile, a stronger Korean currency also hit Samsung’s earnings during the period.

The Korean won rose more than 11 per against the US dollar and nearly 7 per cent against the euro between July 2013 and end of June this year.

A strengthening currency hurts profits of firms such as Samsung – which rely heavily on exports – when they repatriate their foreign earnings.

Samsung said a stronger currency “amounted to about 500bn won in missed revenues”.

Samsung’s growth in recent years has been powered mainly by its mobile phone division.

The success of its Galaxy range of smartphones, coupled with a growing global demand for such gadgets, saw it displace Nokia as the world’s biggest mobile phone maker in 2012.

However, the pace of growth of the smartphone market has been slowing down and the competition in the sector has also increased.

Various other smartphone makers including China’s Xiaomi, Huawei and ZTE have been increasing their market share steadily.

That has forced manufacturers to cut costs of their devices in an attempt to attract consumers, hurting their profitability.

Operating profit at Samsung’s phone division fell 31 per cent during the April-to-June period, from the previous three months.

The firm also warned that “prospects for growth remain unclear as competition over global market share intensifies in the mobile industry”.

“Samsung expects to see its sales of mobile devices increase with the rollout of flagship products and new models, but profitability may suffer due to a heated race over price and product specifications,” it added.

Ebola: 69 persons on surveillance, two quarantined

The Federal Government has placed 69 persons, who had first contact with the Liberian-born victim of Ebola Virus, Patrick Sawyerr, on surveillance, while two persons have been quarantined (isolated), the Minister of Health, Prof. Onyebuchi Chukwu, has said.

Sawyer died in a Lagos hospital on Friday last week.

Chukwu debunked reports that the government had closed its borders, saying such move might not be taken “except when it becomes necessary.”

According to him, those who came in contact with the late sawyer will be under surveillance for a period of weeks from the date  of contact in line with the specifications of the World Health Organisation.

The Minister at a joint press briefing with the Minister of Information, Mr. Labaran Maku, on Thursday on the update of the virus, said the Liberian victim, with dual citizenship of Liberia and the United States, was confirmed dead barely four days after arrival in Nigeria.

He said, “We decided on the proper manner on how to dispose his body because the corpse of any victim of Ebola disease is very toxic. The Nigerian Centre for Disease Control decontaminated the body. We are tracking all those, who had primary contact with him. As of today, 69 persons have been placed under surveillance while two persons have been quarantined.

“All those in the same aircraft going to attend the meeting with him in Calabar are presently under surveillance. They will remain under this surveillance until a period of three weeks from the date of contact.

“We have a copy of the passengers’ manifest and we discovered that the sitting arrangement was free sitting. We are working with the airlines to track down those other passengers yet to be identified.

“As a Federal Government policy, we have not closed our borders, unless it becomes necessary. But the Aviation Minister is working with us in many aspects to make sure that the virus does not spread.”

Chukwu stated that contrary to some views, the disease “can be contacted on air even while airborne once you contact the droplets.”

The minister said government was engaging the states right from the moment that the disease was first reported in Guinea.

He added, “Our rapid response team are in Lagos. Nigeria has been commended by WHO. Secondary contacts are also important. We are working with the Cross River State Government. We are not going to quarantine them but we have demanded their contact details.”

Chukwu commended the hospital, where the patient was managed, saying, “We commend them for the great job they have done. They did everything to keep the man alive but unfortunately, he passed on. We have ordered the closure of the hospital. The doctors are under surveillance; we are using WHO certified personal protective equipment.

“Doctors are at high risk but Nigerians should not panic.”

Jonathan names Abba new Inspector-General

President Goodluck Jonathan on Thursday named an Assistant Inspector-General of Police, Suleiman Abba, the new Inspector-General of Police.

Abba, who until his appointment, was the AIG in charge of Zone 7, takes over from Muhammed Abubakar, who proceeded on statutory retirement on Thursday.

Special Adviser to the President on Media and Publicity, Dr. Reuben Abati, who confirmed the change of guard in the police top echelon in a statement, said Abba’s appointment takes effect from Friday.

The statement read, “President Goodluck Ebele Jonathan has approved the appointment of AIG Suleiman Abba as the new Inspector-General of Police.

“AIG Abba, currently the Assistant Inspector-General of Police in charge of Zone 7, comprising Abuja, Kaduna and Niger states, replaces the incumbent Inspector-General of Police, IGP Mohammed Abubakar, who proceeds on statutory retirement today having completed 35 years in service.

“The incoming Inspector-General, a lawyer, hails from Jigawa State and is an alumnus of the Nigerian Institute of Policy and Strategic Studies.

“Positions previously held by him in the Police include Assistant Commissioner of Police in charge of the Criminal Investigation Department, FCT Command, Deputy Force Secretary and Commissioner of Police, Rivers State.

“His appointment is with effect from Friday, August 1, 2014.”

The former IGP had led Abba to a closed-door meeting with the President shortly before his appointment was made public.

In an interaction with State House correspondents after the meeting, Abubakar thanked Nigerians for their support.

He described the position of an IGP as challenging but said the experience was worth the while.

Sony’s profits jump on sales of PS4

Sony has reported better-than-expected profit for the first quarter, helped by robust sales of its PS4 gaming console and a weak Japanese currency.

Net profit was 25.7bn yen ($250m; £148m) in the three months to June 30, up from 3.1bn yen a year ago.

Sales at its gaming console division rose almost 96 per cent during the period.

Sony, which has been restructuring its business after years of losses, still expects a net loss of 50bn yen for the financial year through March 2015.

The firm said its operating profit during the period was also boosted in part by a gain of 14.8bn yen on the sale of certain buildings and premises.

Sony’s PlayStation 4, which was launched in November last year, has emerged as the bestselling “new-gen” console.

Its success has helped Sony overtake rival Nintendo in sales of game consoles for the first time in eight years.

Sony sold 18.7 million systems in the last financial year – which ended in March – compared with Nintendo’s tally of 16.3 million video games machines.

The figures also include sales of the older PS3 and original Wii, in addition to Nintendo’s 3DS and Sony’s PlayStation Vita handhelds.

On Thursday, Sony said its games unit made an operating profit of 4.3bn yen during the first quarter, compared with an operating loss of 16.4bn yen during the same period last year.

Okagbare wins Commonwealth women 200m gold

Blessing Okagbare ran an amazing 22.25 seconds on the wet Glasgow track to win the 2014 Commonwealth Games women 200 metres gold medal for Nigeria on Thursday.

Okagbare had earlier in the games claimed the gold in the 100-metre race which she won in grand style with a time f 10.85 seconds.

FG sensitises airport workers on Ebola dangers

The Federal Government on Thursday commenced workers’ sensitisation on Ebola at the Nnamdi Azikiwe International Airport, Abuja, and the Murtala Muhammed International Airport, Lagos.

A statement by the Coordinating General Manager, Aviation Parastatals, Mr. Yakubu Datti, said the workers were from different agencies operating at the two major international airports.

He said the employees  were sensitised by Port Health officials on the dangers posed by the Ebola virus and how to prevent the spread of the virus in the work place, home and the community.

Datti said, “The awareness campaign was carried out to complement other measures already put in place by Port Health at the country’s international airports to prevent the presence and spread of the Ebola virus in Nigeria.”

The Director, Port Services, Federal Ministry of Health, Dr. Sani Gwarzo, charged aviation stakeholders to be abreast of dangers posed by the virus and how to prevent the spread of the virus at the airport.

The statement noted that Port Health personnel had been deployed in the two arrival halls of the MMIA for the purpose of testing arriving passengers for signs and symptoms of the deadly virus.

It said, “Arriving passengers are to be processed first by Port Health personnel who are expected to carry out necessary tests on every passenger with special devices that do not permit physical contact.

“Those found to be free of any signs or symptoms would proceed to the immigration area for other formalities. A holding area has been provided at the tarmac for suspected cases while index cases are expected to be isolated in a designated area outside the airport for further examination and treatment.”

In attendance at the awareness campaign, according to Datti, were officials from airlines, Immigration, Customs, NDLEA, Nigeria Police Force, handling companies, FAAN and NCAA, among other agencies at the airport.

15 feared killed as gunmen sack Rivers communities

No fewer than 15 persons were feared killed in Ogba/Egbema/Ndoni Local Government Area of Rivers State by some rampaging gunmen.

The gunmen, numbering about 12, stormed seven communities in the local government area and opened fire on unsuspecting persons.

It was gathered that the assailants, who were all armed with AK-47 rifles, rode into the area with six motorcycles and operated from 9pm on Wednesday till the early hours of Thursday.

A source in the are told The PUNCH that while three persons were shot dead in Ede, one of the communities in the area, one person lost his life in Obite.

In Egite community, two persons were killed by the trigger-happy gunmen while two others were injured.

The source told our correspondent that four persons were shot at close range in Egita community while one also died in Obiosimiri community during the raid.

“In Akabta community, the gunmen killed one person and injured an undisclosed number of people. So far, 15 persons were killed during the night raid by the gunmen.

“They (gunmen) began their operation at about 9pm on Wednesday night till early this (Thursday) morning. As I speak with you, some of our people, who were injured, are in the hospital,” the source from Egi clan in Ogba/Egbema/Ndoni added.

The State Police Commissioner, Mr. Tunde Ogunsakin, confirmed the attack but said eight people were killed.

Ogunsakin added that investigations into the killings had begun.

Western Delta University 2014 Post-UTME Registration and Screening Announced

The Western Delta University, Ogahra, Delta State, Nigeria, is a private University approved by the Federal Government on the 17th May, 2007, invites applications from suitably qualified candidates for admission into the Degree Programmes of the University for the 2014/2015 Academic Session.

Intending students for the undergraduate programmes are those that have applied and written the 2014 UTME Examination and have obtained the prescribed National minimum cut-off score. Candidates who did not choose this University as their first or second choice can apply. Candidates for Direct Entry into the Degree Programmes are also requested to apply.

ADMISSION REQUIREMENTS
The minimum entry requirements for admission into Western Delta University are GCE O/Level, SSCE,.NECO or NABTEB credit level passes in at least five (5) subjects including English Language, Mathematics and three (3) other relevant science or social science subjects obtained at not more than two sittings.

Direct Entry Requirements
Direct entry candidates are expected to possess a good Diploma (with minimum of lower credit), NCE (with minimum of merit), from recognized institutions OR 2 Advanced Level GCE passes in relevant subjects. Intermediate passes in ICAN, ACCA, ICMA and CIBN examinations are accepted for Accounting and Banking and Finance. Kano State Poly Attacked by a Female Suicide Bomber

A bomb explosion yesterday occurred at the Central Administration Building of the Kano State Polytechnic along Bayero University of Kano along old site road killing yet to be confirmed number of students.

Th gruesome act was said to have been carried out by a female suicide bomber who was in a dark hijab.

She got herself in the midst of students who were checking their NYSC posting list at the Central Building. and blew up herself, killing some students and injuring others.

Kano State Police Public Relations Officer, Magaji Majiya, confirmed that the bomb explosion took place at the Central Administration building of the polytechnic.

Hobart Houghton Research Fellowship

INTRODUCTION

Hobart Houghton Fellowship at Rhodes University for Young Upcoming and Established Researchers

Hobart Houghton Research Fellowship, named after Professor Desmond Hobart Houghton, promotes work relevant to the economic problems of the Eastern Cape, and which could contribute to the development of the region.

Funding for the establishment of the Fellowship has been provided by Hobart Houghton’s former students and associates and by the Liberty Life Educational Foundation.

Applications are invited for Hobart Houghton Fellowship for 2015.

The term of the Fellowship is flexible and renewable, and will be decided upon in conjunction with the circumstances of the successful applicant and the nature of the research and progress made.

In the past, the Fellowship has typically been awarded for one year. The current preference in the Department of Economics is to invite applicants for the Fellowship for shorter periods; for example four to six months during the second semester of the academic year.

The Fellow will have an office in the Department. The University provides an excellent internet access.

The amount of the award will be determined on an annual basis. The typical package includes:

Return direct economy class airfare from the Fellow's place of residence.

University accommodation with electricity and water included.

R5000.00 monthly cash stipend to supplement the Fellow's usual source of income, or if you are accompanied by a partner R7500.00 per month cash stipend.
   
If the Fellow accepts the appointment for at least four months and is accompanied by a partner, the partner's return airfare will also be paid.

Limited funds will be available for travel and other research expenses.

The Fellow will be expected to reside in Grahamstown, and will be an honorary member of staff of the University for the duration of the Fellowship.

At the conclusion of the Fellowship, the Fellow will be required to present a full report on the work undertaken.

Rhodes University may reverse the right to publish any work accomplished during the Fellowship. If the Fellow publishes, there must be suitable acknowledgment of both the Fellowship and Rhodes University in any publications.




REQUIREMENTS

CRITERIA FOR SELECTION

Prospective Fellows should have had research experience, and hold at least a Masters degree in Economics or Agricultural Economics.

They should have a sound knowledge of economic analysis and be capable of independent, innovative work.

Candidates may either be established scholars (possibly on sabbatical leave) or young, promising economists.

Any course with a “relevance to the Eastern Cape”.

Landmark University Graduates 39 First Class Students

Landmark University during its recently held maiden convocation ceremony graduated 386 students in the 2013/3014 academic session.

39 out of this made first Class, 186 graduated with Second Class Upper, 152 graduated with second class lower while nine students had third class.

Speaking at the event, the Chancellor, of the institution, Bishop David Oyedepo said, “We are releasing this set of pathfinders also as highly employable graduates, having been specially equipped as productive human resources entities.

“These graduates have run through a unique education mill and have been equipped with required leadership skills to become agents of change in the leadership that awaits them.”

Eiffel Scholarships for Students from Developing and Emerging Countries

INTRODUCTION

The Eiffel Scholarship bolsters recruiting of top foreign and international students by French schools of higher education at a time when competition for such students is growing among developed countries.

HEC reserves the right to submit only those candidates it feels best qualified for the Eiffel Scholarship as the award is particularly competitive and prestigious.

Note that applications from students currently studying outside France will be given priority over those from students already studying in France.

Award is for the whole duration of the MBA program.

Eiffel Scholarship provides participants with a monthly allowance of €1,181, and covers additional expenses including travel, health insurance and cultural activities.

Tuition fees are not covered by the scholarship.

UNILORIN is the most sought-After in 2014 UTME with 105,000 Candidates

The Vice Chancellor of the University of Ilorin (UNILORIN), Prof. Abdul Ganiyu Ambali recently revealed that the institution was the most sought-after university in the 2014 UTME followed by University of Benin.

According to him, the institution had no fewer than 105,000 candidates who applied to the institution in the 2014 UTME.

He however mentioned that the Institution can only accommodate 9000 candidates.

“We just concluded the last batch of post-UTME screening. In the next few days, we will sit down and analyze the results,” Ambali said.

He also mentioned that the institution is improving efforts to increase the standard and quality of education it offers.

2015: APC, PDP in fresh battle for Lagos

They are noticeable around the old tollgate area along Lagos-Ibadan expressway. Clad in black shirts with the inscription, FERCSARA, they are young men and women working with the Federal Roads Committee on Surveillance and Action against Roadside Trading and other Forms of Road Abuse. You cannot but notice them performing some form of exercise and training every morning. Although not armed, FERCSARA, a federal task force, has been branded as thugs of the Peoples Democratic Party by the All Progressives Congress-led Lagos State Government.

The PDP has made it clear that it will win Lagos in 2015. A good number of agencies such as the Lagos State Traffic Management Authority, Kick Against Indiscipline, Rapid Response Squad, Lagos State task force are being run by the APC-led Lagos State Government. These agencies are seen by politicians especially as a platform to mobilise the electorate. It appears the PDP is set to exploit this platform in the bid to neutralise the control of Lagos State government over the electorate hence the formation of the new taskforce.

According to the Federal Government, the reason for creating the task force is not to combat the APC but to create jobs for many Nigerian youths through the Subsidy Reinvestment and Empowerment Programme otherwise known as SURE-P. Political observers, however, predicted that although in theory, the federal task force is neutral, it would almost be impossible for it to exist side by side with Lagos state agencies.

Also, the APC has been quick to point out that the coordinator of the federal task force, Mr. Abdurazak Rafiu, popularly known as Otolorin, defected from the former Action Congress of Nigeria (now part of the APC) to the PDP and therefore has an ulterior motive for running the taskforce.

Expectedly, a few weeks after it began full operation, over 200 officials of the federal task force were arrested by the Lagos State task force on Environmental Sanitation and Special Offences in their training ground at the old Lagos tollgate and taken to the headquarters of the Lagos State Police Command in Ikeja. According to the Lagos State taskforce led by a Chief Superintendent of Police, Bayo Sulaiman, officials of the Lagos task force tried to arrest a vehicle plying the BRT lane at Ketu area but the driver diverted the vehicle into the premises of the federal taskforce at the old tollgate. He said in the process of trying to get the vehicle back, officials of the federal task force allegedly mobilised and attacked the policemen with planks and bottles, inflicting injuries on them.

The Commissioner for Information, Lateef Ibirogba, immediately released a statement saying, “The police intercepted a strange group of usurpers posing as traffic officials on Lagos roads. Dressed in grey and black uniforms, the group, numbering about 35, invaded Lagos roads in Ojota, Tollgate and Ikorodu Road at about 7am, causing confusion on the roads in their attempt to take over the job of LASTMA.”

In his reaction, the National Publicity Director, SURE-P/FERMA task force, Mr. Olawale Oyeboh, said LASTMA had no business being on Federal Government roads and warned the agency to stay off. He further stated that his men were not working for the PDP to destabilise Lagos State in view of the coming elections.

According to Oyeboh, the presence of the federal task force men on the federal roads falls under the jurisdiction of the agencies as backed by the laws which established them. Contrary to the accusation that the federal agencies had hijacked the functions of LASTMA, Oyeboh declared that the Lagos State government agency had no business being on the federal roads. He said, “How can political thugs be groomed by the Federal Government? They are only feeling intimidated by their selfish interest and Lagosians are tired of their exploitation.

“It is an empowerment programme by the Federal Government for the youth to work on the federal roads which is our jurisdiction. The LASTMA are Lagos agents and cannot be on federal roads but state roads.”

Oyeboh, who insisted that the arrest of his men was uncalled for said, “The aggression was planned, they came fully prepared. Before we knew what was happening, policemen had started firing into the air, while others fired teargas canisters into our compound, giving way for the thugs to loot our office.”

The incident, according to pundits, is a repeat of the feud between former Governor of Lagos State, Asiwaju Bola Tinubu; and a former Minister of Works, Adeseye Ogunlewe in which the latter deployed task force officials to federal roads and warned LASTMA and other state officials to keep off. Lives were lost while properties destroyed. Although the federal task force claims to be apolitical, its involvement in the PDP rally that held a few days ago at the Gani Fawehinmi Freedom Park, Ojota, stirred a fresh set of allegations by the APC.

The federal task force officials were seen providing security for all the PDP governorship aspirants and leaders that were present at the rally. In fact, they constituted a large number of the crowd that cheered Ekiti State Governor-elect, Mr. Ayo Fayose, who came to campaign for the PDP and advised the Lagos PDP governorship aspirants on how to wrest Lagos State from the APC.

According to an anonymous source within the APC, the federal task force will not only be used as thugs next year but “may be given army uniforms and pose as soldiers manning the various polling units.”

The Publicity Secretary of the APC in Lagos, Mr. Joe Igbokwe, told our correspondent during an interview that by setting up a parallel task force in Lagos State, the PDP was provoking a possible bloodshed ahead of 2015. He said the presence of the taskforce officials at the PDP rally last Friday confirmed allegations that the task force was set up to fight the cause of the PDP.

He said, “We have been talking about this task force and their role in next year’s election. They have even had confrontations with KAI and LASTMA and we saw it coming. Their presence at the PDP rally is evidence for our claims. They are part of the PDP’s plan to capture Lagos. We have let them know it might cause confusion and bloodshed in Lagos and we have informed the Federal Government. The governor has raised the alarm. The whole thing is similar to what Ogunlewe did during the Tinubu administration. He brought them under FERMA and people were killed and maimed while properties were destroyed. This new task force is just for 2015. But Lagosians will not be deceived.

“If the PDP does not disband those hoodlums, there will be trouble. They will meet force with force in Lagos like when Ogunlewe was there. The task force hoodlums are increasing in number every day. I pity the youths that are being used by the PDP.”

Igbokwe said the intention of the taskforce was also suspect because it was only operating in Lagos. He said the APC was aware that the task force was also working personally for PDP leaders as domestic servants at their homes.

However, the PDP’s Publicity Secretary in Lagos, Mr. Taofik Gani, said the APC was making baseless accusations because it knew that its days were numbered in Lagos. Gani, who admitted that the taskforce officials were part of the PDP rally, said the task force had freedom of association and did nothing wrong by being at the rally.

Gani said, “The APC in Lagos is acting like a drowning man and they will be desperate to hold on to anything and we expect more blackmail as elections approach. I will not be categorical as to whether a group has sympathy for the PDP or not. However, we are surprised that the APC-led government in Lagos, which has the highest number of uniformed personnel, would make such accusations. They have LASTMA, KAI, Neighbourhood Watch, Boy’s Scouts, Man ‘O’ War and others. The task force did not carry banners at the rally. That they were at the rally does not mean they are PDP supporters. However, there is freedom of association as long as they are working within the confines of the law. We have been put on alert by the threat of the APC. We are, however, concerned that the APC is seeing the recruitment of unemployed youths into the taskforce as political. Why can’t they ever see anything good in government policy? It is an employment opportunity for our youths.”

The head of the task force, Abdulrazaq Rafiu, said the task force would not be intimidated by the threats of the APC. Rafiu described the APC as a group of bad politicians, adding that instead of the state government to commend the Federal Government for employing Lagosians, it was playing politics. He said, “Yes, they (task force) were at the rally but they were not there for the PDP. They went to maintain order just like every other civil agency like the police, FRSC and NSCDC. The APC has plundered all the resources of Lagos State and there is a high rate of unemployment in the state. Unemployment leads to crime and the Federal Government then decided to help out by creating jobs for the youths but the APC state government is not mindful of this fact.

“The APC are jittery because of the Ekiti loss. I was a member of the APC before but I left because of the bad people in the party. The task force’s area of responsibility is limited to Federal Government roads and they are not disturbing anybody and yet they were arrested and harassed by the state government. If the APC tries anything funny for a second time, we are ready for them. The last time that the task force officials were arrested, they willingly gave themselves in because the police were involved and our people respected the police. But if the APC wants to try it again, they will not find it easy.”

PDP plans to bribe NYSC members

The All Progressives Congress has accused the Peoples Democratic Party of planning to bribe some members of the National Youth Service Corps to rig the August 9 governorship election holding in Osun State.

The Director of Publicity, Research and Strategy of the APC in Osun State, Mr. Kunle Oyatomi, claimed in a statement in Osogbo, on Sunday, that some PDP leaders held a meeting with 74 corps members who would serve as ad hoc staff of the Independent National Electoral Commission during the election.

The APC statement read, “The latest is that the PDP has penetrated the ranks of NYSC members that INEC intends to use as electoral officers. Already, 70 of them have been compromised to look the other way when the PDP agents use other people’s voter cards to vote.

“The PDP is reported to have adopted two methods; beef up the number of uniformed men from other states to 150,000 and spread them across the state to vote by force; and produce as many other mercenary voters as they can bring to the polling units to cast votes with other people’s cards.

“The first method was successfully used in Ekiti in conjunction with prevention of media presence in several collation centres where collation of votes was allegedly manipulated in favour of the PDP.

“In all these, the alleged complicity of INEC in corrupting and manipulating the process was palpable.

“With this secret let out of the bag, youth corps members acting as electoral officers will now come under close scrutiny during the election and party agents and observers will be further armed with this information to prevent the PDP fraud at the polls.”

But the Chairman of the PDP in the state, Alhaji Gani Olaoluwa, when contacted debunked the allegation.

He said the PDP had earlier raised the allegation that the APC had concluded plans to sew NYSC uniforms for the members of Osun Youth Empowerment Programme who they intend to use to rig the election in favour of Aregbsola.

He said, “Everybody is aware that we revealed their plan to use OYES cadets as NYSC members to assist them to manipulate the election.

“They are saying this now to save their face and divert attention. We are calling on INEC not to allow the APC to bribe any of them to allow OYES to rig for the APC.

“They are also planning to use “State Boys” to rig. They have sewed fake police uniforms for them and one of them was arrested with a uniform of an ASP in Ilesa. The police should watch out for some fake policemen that they are planning to use.”

The Resident Electoral Commissioner in the state, Mr. Olusegun Agbaje, when contacted on the telephone by our correspondent, said it was not possible for any corps member to rig for any party.

He said that security personnel would be at each polling unit just as party agents would be there to watch what the polling clerks did.

APC demands inquiry into attempt to kill Buhari

The All Progressives Congress has accused the Federal Government and the country’s security agencies of being unserious about the investigation of the assassination attempt on a former military Head of State, Maj.Gen Muhammadu Buhari (retd) in Kaduna State, last Wednesday.

The Defence Headquarters had on Friday arrested a man dressed like a woman for allegedly perpetrating the act. However, the APC described the arrest as a mockery of the case.

In a statement signed by its National Chairman, Chief John Odigie-Oyegun, on Sunday, the APC said that only an international inquiry into the incident could unravel the motive and perpetrators of the dastardly act.

The party said it did not have confidence in the Nigerian security agencies to carry out an impartial investigation because the security agencies worked for the government instead of the nation.

It said, “How does one explain a situation in which a man who is nothing but a pervert is now being paraded as the suspected ‘mastermind’ of the attack on General Buhari? At what point was this man, who perhaps is nothing but a transvestite, plying his trade, arrested? Is it not clear from the statement released by Gen. Buhari himself after the attack that it was clearly the handiwork of a suicide bomber?

“Could the person, who drove the vehicle that rammed into the General’s convoy, have survived the explosion that was triggered by that action? Could the innocent passers-by who died in the blast not have been arrested and paraded as the ‘suspected masterminds’ if they had survived the blast? Clearly, the arrest of the pervert and his sickening description as a ‘suspected mastermind’ have kick-started the process of muddling the waters, as is usually the case with such high-profile cases.

“This is why an urgent international inquiry into the attack is desirable and imperative, and anyone who is committed to an impartial probe of the attack on the opposition leader should embrace our call.”

The party also said the call had been further justified by the statements and insinuations emanating from the Peoples Democratic Party and the Presidency, “both of which now seem to be pointing accusing fingers at the APC which was clearly the target of the failed assassination attempt on one of its top leaders.”

The party said the Jonathan administration had become similar to that of General Sani Abacha, which was fond of perpetrating dastardly acts and pinning it on the victims of the act.

Hold APC responsible for electoral violence

The Osun State chapter of the Peoples Democratic Party has asked security agencies to hold the All Progressives Congress responsible for any occurrence of violence before, during and after the August 9 governorship election in the state.

The Chairman of Osun PDP, Alhaji Gani Olaoluwa, said this in reaction to a statement credited to the APC regarding electoral violence in the state.

While addressing a news conference in Osogbo, the Director General of the Rauf Aregbesola Campaign Organisation, Senator Sola Adeyeye, had reportedly accused PDP members in the state of killing a member of the APC, Tolu Adeosun, in Ilesa and warned that the APC members would retaliate, when pushed to the wall.

In response, Olaoluwa said “The police should hold the APC responsible for any bloodshed in Osun State before, during and after the August 9 governorship election.”

He said the PDP had always complained that the APC was bent on fomenting trouble and added that the APC’s statement should not be treated as an empty threat.

Meanwhile, the Iyiola Omisore Campaign Organisation has refuted reports that PDP members attacked and killed an APC member in Ilesa.

In a statement on Sunday, the organisation said the death occurred when the PDP campaign train was attacked by thugs believed to be working for the APC.

“The campaign train of Peoples Democratic Party came under attack at an Ilesa rally shortly after its gubernatorial candidate in the forthcoming August 9 election in Osun, Senator Iyiola Omisore, and other PDP party leaders paid a courtesy visit to Owa Adumila of Ijesaland, Oba Adekunle Aromolaran, in his palace.

“The DSS officers attached to Senator Omisore were injured in the attack. Also, the vehicle conveying the party chairman, Alhaji Gani Olaoluwa, was badly smashed though both Omisore and other party chiefs escaped unhurt.

“The attack was allegedly led by the “State Boys,” a group of political thugs working for the APC. It was actually the APC supporters that instigated the violence,” the statement read in parts.

Omisore’s camp added that since the commencement of its rallies, it had not recorded any violence or breach of the peace before Ilesa incident.

Also, a former National Deputy Chairman of the PDP, Alhaji Shuaib Oyedokun, has condemned the attack and warned that violence has a potential of throwing the state into chaos.

In a statement by his Special Assistant on Media, Olalere Fagbola, Oyedokun urged members of the APC not to throw the state into confusion.

Policemen raid Lagos street, torture man to death

Policemen attached to the Elere Division, Agege, Lagos on Thursday raided Ajayi Ibe Street, arresting and torturing three suspects, one of which died the following day.

PUNCH Metro learnt that the victim, identified as Kazeem Oyolola, had been a resident on the street for about one-and-a-half years.

It was further learnt that Oyolola, an indigene of Oyo State, who was single and about 29 years, died at a private hospital in the area on Friday after the beating by the policemen.

Our correspondent gathered that at about 10.30am on Thursday, Oyolola and two of his friends went to a beer shop opposite his residence, where they were taking drinks.

A police van with four policemen was said to have driven into the street and went to an unknown destination. However, when the van was returning, the policemen were said to have arrested the three men.

It was learnt that the police had arrested Oyolola and his friends as suspected Internet fraudsters, otherwise known as Yahoo boys.

Our correspondent further gathered that while at the station, the policemen had allegedly tortured the three men to make them confess to the crime, during which Oyolola slumped.

The policemen, it was learnt, then rushed him to a nearby hospital in the area, and allegedly told the medical personnel that Oyolola was drunk.

However, as a result of the wounds sustained, he was said to have died in the hospital at midnight in the presence of his parents who travelled to Lagos after they learnt of his arrest.

When our correspondent visited the area, an eyewitness, said the police simply dragged the three men inside the van without any explanation.

She said, “I was sitting in front of my shop when the police van passed. They had initially come during the sanitation to pursue some traders away, but when they got here, we were already through with the exercise.

“Kazeem and his two friends were relaxing in the next shop. The policemen just asked them to come inside the van, and took them away. We did not know what they were arrested for. In the afternoon when we went to the station, we were not allowed to enter.

“At evening time, when I came back to check, I heard he had been taken to a nearby hospital, and that his condition was critical. By the next morning, we heard that Kazeem had died, while his two friends who received similar wounds had been released by the police to go and take care of themselves. The youth in the area staged a protest against the incident.”

When our correspondent got to the hospital where Oyolola died, the nurses and doctor on duty declined to give any comment on the matter.

At Oyolola’s residence, a tenant who begged for anonymity noted that when she visited him at the hospital on Thursday evening, Oyolola’s hands and legs were swollen, and he could not speak.

She said, “When I got to the hospital, his parents had arrived to look after him. His hands and legs were swollen. His mouth was wide open and he could not talk. You could see several bleeding spots all over his body. I do not know what information the police received, but I can tell you that Kazeem is an easygoing man in this area. He is a trader who deals in Aluminium products, and he has a younger brother who stayed with him. He should not have died in this cruel way.”

Our correspondent learnt that on Friday morning from about 10am, a large number of aggrieved youths in the area protested Oyolola’s death to the police division. However, they were said to have been resisted by the Rapid Response Squads, who allegedly shot into the air to scare away the protesters.

Oyolola’s corpse, as of the time of report, was said to have been deposited at a morgue in Yaba, Lagos.

The Lagos State Public Relations Officer, Ngozi Braide, said she would call our correspondent back, but had yet to do so at the time of going to press.

Police arrest NSCDC official with illegal arms

Police detectives attached to Niger State Police Command have arrested an official of the Nigeria Security and Civil Defence Corps, ASC Idris Saidu,33, for illegal dealings in arms and ammunition.

Following the arrest, the detectives were said to have recovered two AK-47 rifles and a large cache of ammunition from the suspect.

A statement by the Force Public Relations Officer, Frank Mba, in Abuja on Sunday, said the suspect who hails from the Maje Village, Lapai Local Government Area of Niger State and currently serving at NSCDC Headquarters, Minna, was arrested at Fadikpe in the Chachanga LGA, following a tip-off from a Nigerian.

It stated that Saidu explained to the police that he bought the arms and ammunition as part of his personal contribution to his maternal community which was engulfed in a crisis with the Fulanis in Taraba State.

This action, the Police alleged, was clearly intended to fuel the communal tension and strife within the state.

It said, “The suspect has given useful information to the police that will lead to the arrest of his accomplices. He will be arraigned in court as soon as investigation into the case is completed.

“Meanwhile, the Inspector-General of Police, Mohammed Abubakar, has commended the member of the public whose information led to the arrest of the suspect.

“He enjoins other citizens to emulate this patriotic act and support security agencies in the country with credible information.”

Navy hands over 25 oil thieves

The Nigerian Navy has handed over 25 suspected oil thieves and two vessels to the authorities of the Nigeria Security and Civil Defence Corps in Bayelsa State.

The handing over took place on Friday at the Navy’s Forward Operating Base, Formoso in Egwema, Brass Local Government Area of Bayelsa State.

Our correspondent, who was at the handover, noticed that the two vessels intercepted by the security operatives were MV HANAN and MV ALEZZA LILAH.

While HANAN had nine crew members on board, all Nigerians, LILAH had 16-member crew comprising 14 Nigerians, one Ghanaian and one Cameroonian.

Briefing journalists later, Madugu said HANAN with her crew of nine persons was arrested owing to the presence of Automotive Gas Oil on board.

Madugu gave the names of the suspected oil thieves as Bewaji O.O., captain; Obamuwagin A.; Ayenamelo Sunday; Joseph Omope; John Ezen; Emmanuel Bassey; Uwem Francis; Kingsley Ayobi and Fred Amabebe.

He said “The crew claimed the approval, other documents and other valuables were taken from the vessel by sea pirates when they were attacked.

“Upon investigation, it was discovered that the vessel was operating on behalf of Danyomile Marine Services Limited of LSDPC Shopping Complex, Agege, Lagos State. The document claims MV HANAN L was granted approval to load 70 metric tonnes of AGO from Petrostar Nigeria Limited storage tank in Port Harcourt vide NHQ111744. However, when questioned, the captain of the vessel, Bewaji Olayinka, said he loaded about 100 metric tonnes of AGO on board.

“The captain also claimed he loaded from Port Harcourt. Effort to reach Petrostar proved abortive as the captain had no contact in the company. A sample of the product on board was taken for laboratory analysis following the Joint Military Task Force procedure.

“The product analysis was conducted at Nigeria Agip Oil Company’s laboratory at Brass and the result indicated the product to be AGO. The values obtained were against the diesel product limitation.”

Madugu said the base patrol team on routine patrol of the creeks arrested 16 persons on the second vessel.

He further said the vessel loaded 100,000 litres of illegally-refined AGO from a wooden boat in a creek along the Brass river and was heading for the sea.

He said the captain also presented an NHQ approval authorising the vessel to receive 150,000 litres of AGO from barge Lecon II at Agbara offshore and to discharge at Sahara tank farm in Lagos.

Madugu gave the names of the suspects as Egbayelo Charles, Lawrence Sosoo, Iboho Alen, Obiora Sunday, Isaac Essen, Kingsley Anikoro, Simeon Ohinomado and Ime Ubong.

He said he handed the suspects and the vessels to the NSCDC in compliance with the directive of the Flag Officer Commanding, Central Naval Command, for further investigation.

One of the suspects, John Essien, said he did not know the vessel was illegal.

The 35-year-old man, an indigene of Akwa Ibom State, who claimed to be on a salary of N35, 000, said he was an employee of the company but did not know they were into illegal business.

14-year-old marriage in crisis over pot of stew

The marriage between Kamorudeen and Fatimah Bankole is currently in crisis as a result of a disagreement over the fish in their pot of stew.

Fatimah, who is the first of the three wives of Kamorudeen, said the whereabouts of some pieces of fish in the family’s pot of stew, was the last straw in the union that was allegedly filled with abuse and battery.

Fatimah explained that there was an agreement at the beginning of Ramadan that the two wives that were present in the house should take turns to cook for the household on a 15-day basis. The arrangement was such that once the food was ready; the husband was served first, then the children, after which the wives would serve themselves.

She told PUNCH Metro that she had concluded her own 15 days of cooking period, adding that it was now the turn of the youngest wife to cook for 15 days.

“On Wednesday, July 16, 2014, the youngest wife finished cooking and after serving our husband and the children, I went to the kitchen to serve myself. My husband later called me, saying that the junior wife complained that I had taken a big piece of fish in the pot. I tried to explain and in the process he got angry, accusing me of wanting to send the last wife away.

“He beat me up and hit my face with an object. The next thing I realised was that my face was bleeding. I cried for help, and our neighbours intervened and took me to a clinic for treatment.

“I am tired of this marriage; this is not the first time that he will be assaulting me, and he will always apologise and blame the devil for his actions. This time, I am tired,” she said.

The husband, however, denied the wife’s allegation, claiming that Fatimah was a troublesome woman.

Kamorudeen claimed that he did not beat her up, adding that he only shoved her aside to go for his morning prayers in the course of their argument over the missing piece of fish. He said in the process, Fatimah accidentally hit her face against the door.

“Throughout the Ramadan period, Fatimah was in the habit of cooking very small quantity of food. Many times I would not eat to my satisfaction. To top it all, she would make sure she ate to her fill before serving me or the children. I did not complain because each time I did, it resulted to quarrel.

“When it was the turn of my last wife to cook, she (Fatimah) will double-cross others to serve herself first. On the fateful day, my last wife complained that Fatimah took the fish she reserved. I called her into my room, out of respect as my first wife to talk to her. We started arguing. When I saw that I was running late for my morning prayers, I shoved her aside and left the room. She accidentally hit her face against the door and started bleeding. God knows that I did not beat her up. I am not a wife beater,” he said.

On the marriage, he said, “I am also tired of the marriage. She has disrespected and embarrassed me enough. If she wants to leave my house, she is free, but I will not take responsibility for the children if she leaves with them. I will only cater for the children that are under my roof.”

Commenting on the incident, a human rights activist, Dr Joe Odumakin, described the action as “one of the most vicious forms of domestic violence.”

In her petition to the Lagos State House of Assembly on the issue, she wrote, “Women Arise for Change is worried about the prevalence of domestic violence such as this and unless drastic actions are taken, it is likely to continue unabated.

“All people, including women, are created equal by the Almighty, and they are therefore equal before the law.”

It was learnt that the case was reported at the Ijanikin Police Station and Kamorudeen was detained on Thursday. He was, however, granted bail on Friday.

Nigeria, S’Africa unlikely to meet digital TV deadline

Nigeria is not likely to meet the July 2015 deadline to switch off analogue terrestrial television broadcasts, according to a reliable source within the government.

The source, who pleaded not to be named, said the Federal Government was no longer keen on the digital migration project, which it agreed to with the International Telecommunication Union.

“It is rather interested in curtailing the excesses of Boko Haram insurgents, crushing opposition

political parties and strategising to win 2015 general elections,” he said.

According to him, the government has even become more relaxed having been convinced that South-Africa, despite its advancement in the broadcast sector, would not also meet the mid-2015 deadline.

This disclosure was made on Wednesday; just two days (Monday) after the Cable News Network reported that sub-Saharan countries, including South Africa and Nigeria, would fail to meet the deadline they agreed to with the ITU, which forms part of the United Nations.

“The President Goodluck Jonathan administration had probably pre-empted the CNN report long before now and decided to place its focus and money on some other ‘top-notch issues’.

“The presidency even became very withdrawn from the project when it received first hand report months ago that a more advanced and developed country like South-Africa, which it also sees as a rival in Africa, would not meet up with the digital migration deadline,” the source added.

Countries in the region had agreed to the deadline, after which the ITU would not protect their traditional analogue TV frequencies from cross-border interference.

An international consulting and research firm, Ovum, however, blamed a lack of awareness among the Nigerian public that an analogue switch-off is impending and inadequate funds being made available by governments to roll out digital TV infrastructure.

The firm said in a statement, which was stumbled on by our correspondent, that there was an insufficient supply of set-top boxes in the markets.

It said that South Africa had missed a number of self-imposed deadlines to introduce digital broadcasting. “The country lost a year of the process after government vacillated over which standard to use for digital television.

“More recently, a high-stakes battle between MultiChoice and E.tv over whether free-to-air digital set-top boxes should use a control system based on encryption has led to further significant delays,” the statement read.

Ovum’s Lead Analyst for Global TV Markets, Adams Thomas, signed the statement.

It noted that although Nigeria had never been likely to meet the ITU deadline, the prevalent mindset among the government and regulator(s) was that the deadline must be met at all costs.

It, therefore, said that numerous sub-Saharan TV markets were considering switching off analogue TV signals before the audience had transitioned to digital. “This would mean many homes will lose TV reception, leading to advertisers switching away from TV and, in turn, a decline in TV advertising revenue,” the statement read.

Ovum’s Ismail Patel, who tracks media and entertainment across the Asian, Middle Eastern and African regions, said that in Tanzania, the switchover process was pushed through recklessly, with damaging results.

“Thousands of homes lost their ability to watch TV and advertising revenue suffered as a result. But this mentality to rush the process persists, not least in Kenya, which seems intent on repeating the same mistakes,” Patel said.

He informed that there was an understandable eagerness among regulators to raise revenue from the sale of the spectrum that would become available following analogue switch-off and which would, most likely, be snapped up by mobile operators. “This is leading to a rushed switchover,” he added.

ISSAN decries absence of law to curb cybercrime

The Information Security Society of Africa, Nigeria and major stakeholders in the banking industry have lamented the absence of an appropriate law to deal with e-fraud offenders in the country.

ISSAN’s lamentation came amidst reports that the banking industry incurred a huge loss of about N159bn through cybercrime between 2000 and 2013.

In a communiqué issued at the end of a roundtable organised by the society in collaboration with an Information Technology firm, Digital Encode Limited, for chief internal auditors and chief information officers of banks, participants identified the inability of the National Assembly to pass the Nigeria Cybercrime Act into law as a major drawback in curtailing cybercrime in the country.

Meanwhile, ISSAN used the occasion to announce the establishment of a committee to act as the industry’s

pressure group to liaise with the National Assembly towards a speedy passage of the cybercrime law.

According to ISSAN, members of the committee include the managing directors of Interswitch and Nigeria Inter-bank Settlement Scheme.

It also included representatives from the Bankers Committee, the National Security Adviser and the CBN.

Other members include the president, ISSAN and the chairman, Committee of Chief Internal Auditors of Banks in Nigeria.

Noting the increasing rate of incessant attacks by cybercriminals on banks, ISSAN urged the Committee of Internal Auditors of Banks to liaise with the Committee of e-Banking Industry Heads and engage Mastercard and Visa card on EMV cards frauds in the country.

The roundtable had in attendance key industry players from Interswitch, the NIBBS, the CBN, and a wide variety of IT professionals including the chief internal auditors and chief information officers of several Nigerian banks.

It discussed incessant attacks by cybercriminals on banks, action plan for the protection of payment systems and the banking industry as a whole, the central bank’s biometric project and its impact on banks and consumers, from a security perspective.

In his welcome address, the ISSAN President, David Isiavwe, described the roundtable as a critical milestone “in the gamut of activities and efforts towards achieving total security of the banking environment in Nigeria.”

Isiavwe observed that the proliferation of e-channels, which had brought banking services closer to customers, had further increased the risk of cybercrime; hence, companies must find a more comprehensive approach to protecting their employees, core networks and IT infrastructure.

He said, “Without any doubt, companies’ assets are now increasingly becoming information-based and intangible. Indeed, most physical assets now rely heavily on information as technology now allows companies to offer more information/digital products than ever before.”

He added that as the products became increasingly intangible, there was a greater need to ensure that they were safe for use by customers and workers as well as the general banking public.

Isiavwe said, “The cyber threat landscape is constantly evolving and we expect new forms of threats and attacks (including zero day attacks) to emerge with each passing day. We, therefore, need to be proactive rather than reactive.

Engineers link poor service to substandard equipment

Engineers in the telecommunication companies have linked the recent poor quality of service in the country to the installation of substandard equipment.

Findings by our correspondent showed that two major national licensed operators were the biggest culprits in the purchase of substandard equipment.

One of the engineers, who spoke to our correspondent, disclosed that those saddled with the responsibility of procuring equipment in these two telecom companies had remained adamant and continued to cut corners.

“The quality of service would further worsen in the coming weeks because the equipment being installed in the base stations and masts locations are a far cry from what is even obtainable in poor and neighbouring African countries,” the engineer, who pleaded not to be named, said.

The source disclosed that the only operator that seemed fair in such practices was one that commenced business in the country within 2008 to 2009.

“The one that keeps changing its name has also been fair, but for the rest of them, it is just a case of cutting corners to maximise profit while the subscribers pay dearly for it,” he added.

Huawei, Ericcson, Alcatel-Lucent, Nokia-Siemens (now Nokia networks) and ZTE are top five global vendors known to supply equipment to telecom firms in the country.

However, a member of the Huawei technical team, simply identified as Kelvin, told our correspondent that the demand of equipment from the telecom companies in the last one year has gone down the scale.

Kelvin, who is Chinese, said, “It is not just from us, but it is happening to Ericsson, Alcatel-Lucent and the rest. May be they are now patronising smaller vendors we don’t know of. I don’t really know.”

When contacted, one of the telcos, Globacom, denied installing substandard equipment.

The company’s Manager, Mobile Data Devices and Partnerships, Mr. Dafe Akerejola, said Glo thrives on quality, “which includes the quality of equipment we use.”

He said, “Before we install equipment, we put them through a robust testing, more rigorous than what the Standard Organisation of Nigeria puts us through.

“With services like our newly introduced Glo RINGA, they will be backed by quality equipment.”

Glo’s Head, Business Support Group, Mr. Yomi Ogunbamowo, said engineers at the company and its technical team have been upgrading the network in the last three months. “With such upgrade, we can’t definitely be using or installing sub-standard equipment,” Ogunbamowo said.

He added, “Across the country we have gone on massive upgrade, which we have just concluded.”

Another telecoms company, MTN, declined commenting on the matter. A text message that was sent to the company’s Head of Corporate Affairs, Ms. Funmilayo Onajide, was not responded to.

It was the same case with Etisalat.
