Scan for spyware or adware with antivirus. This is the common reason for high CPU usage. If a virus exists, please destroy it and your problem is readily solved. If not, please do refer to the following steps.

If there is no spyware, disable the amount of services running in the background. The following is how to do this:
Click Start button.
Click Run.
In the command screen, you should type "msconfig".
In System Configuration Utility, click Startup.
Uncheck all programs that you are not using any longer.
Click OK.
